    (i) section 3 of the Government Annuities Act;

    (j) the definition ``Minister'' in subsection 2(1) of the Labour Adjustment Benefits Act;

    (k) the definition ``Minister'' in section 2 and section 46 of the Old Age Security Act;

    (l) the definition ``Minister'' in subsection 2(1) of the Unemployment Insurance Act; and

    (m) the definition ``Minister'' in section 2 of the Vocational Rehabilitation of Disabled Persons Act.

96. Every reference to the Minister of Employment and Immigration, the Minister of National Health and Welfare or the Secretary of State of Canada in any other Act of Parliament or in any order, regulation or other instrument made under an Act of Parliament shall, unless the context otherwise requires, be read as a reference to the Minister of Human Resources Development.

97. (1) The following provisions are amended by replacing the expression ``Department of National Health and Welfare'' with the expression ``Department of Human Resources Development``:

    (a) paragraph 6(3)(c) of the Canada Assistance Plan;

    (b) paragraph 66(3)(d) and subsections 66(4), 103(3), 104(3) and (4.1) and 105(2) of the Canada Pension Plan;

    (c) paragraph 10(2)(c) and sections 11 and 12 of the Children's Special Allowance Act;

    (d) sections 6 and 15 of the Family Orders and Agreements Enforcement Assistance Act;

    (e) subsections 118.3(4) and 122.62(9) and paragraph 122.64(2)(b) of the Income Tax Act;

    (f) section 32, paragraph 33(2)(c), subsection 33(3.1) and section 38 of the Old Age Security Act; and

    (g) subsection 30(2) of the War Veterans Allowance Act.

(2) The English version of the following provisions is amended by replacing the expression ``Department of National Health and Welfare'' with the expression ``Department of Human Resources Development``:

    (a) the portion of subsection 10(2) of the Children's Special Allowance Act before paragraph (a);

    (b) paragraph (a) of the definition ``information bank director'' in section 2 of the Family Orders and Agreements Enforcement Assistance Act; and

    (c) the portion of subsection 33(2) before paragraph (a) and paragraph 33(3)(a) of the Old Age Security Act.

98. Every reference to the Department of Employment and Immigration, the Department of Labour, the Department of National Health and Welfare or the Department of the Secretary of State of Canada in any other Act of Parliament or in any order, regulation or other instrument made under an Act of Parliament shall, unless the context otherwise requires, be read as a reference to the Department of Human Resources Development.

99. The following provisions are amended by replacing the expression ``Canada Employment and Immigration Commission'' with the expression ``Canada Employment and Insurance Commission``:

    (a) section 94 of the Canada Pension Plan;

    (b) paragraph (b) of the definition ``information bank director'' in section 2 and section 15 of the Family Orders and Agreements Enforcement Assistance Act;

    (c) paragraph 56(1)(l) and subparagraph 60(o)(ii) of the Income Tax Act;

    (d) the definition ``Commission'' in subsection 2(1) of the Labour Adjustment Benefits Act;

    (e) subsection 213(1) of the Canada Labour Code;

    (f) Schedule III to the Municipal Grants Act;

    (g) the definition ``Commission'' in subsection 2(1) of the National Training Act; and

    (h) the definition ``Commission'' in subsection 2(1) of the Unemployment Insurance Act.

100. Every reference to the Canada Employment and Immigration Commission in any other Act of Parliament or in any order, regulation or other instrument made under an Act of Parliament shall, unless the context otherwise requires, be read as a reference to the Canada Employment and Insurance Commission.

Conditional Amendments

Bill C-52 without Bill C-54

101. If Bill C-52, introduced in the first session of the thirty-fifth Parliament and entitled An Act to establish the Department of Public Works and Government Services and to amend and repeal certain Acts, is assented to, but Bill C-54, entitled An Act to amend the Old Age Security Act, the Canada Pension Plan, the Children's Special Allowances Act and the Unemployment Insurance Act, is not assented to, then

    (a) on the later of the coming into force of subsection 49(2) of this Act and section 61 of Bill C-52, paragraph 104(5)(a) of the Canada Pension Plan is replaced by the following:

    (a) any information obtained by an officer, clerk or employee in the Department of National Revenue, the Department of Finance or the Department of Public Works and Government Services, or by the Canada Employment and Insurance Commission, for the purposes of the administration of this Act may be communicated by that person or by the Commission, for the purposes of the administration of this Act, to

      (i) an officer, clerk or employee in the Department of National Revenue, the Department of Finance, the Department of Public Works and Government Services or the Office of the Superintendent of Financial Institutions,

      (ii) the Canada Employment and Insurance Commission, or

      (iii) an officer, clerk or employee, or a member of a class of officers, clerks or employees, in the Department of Human Resources Development, exercising powers or performing duties and functions authorized by the Canada Employment and Insurance Commission; and

    (b) on the later of the coming into force of section 50 of this Act and section 61 of Bill C-52, paragraph 10(2)(a) of the Children's Special Allowances Act is replaced by the following:

    (a) to an officer or employee in the Department of National Revenue or the Department of Public Works and Government Services or to the Canada Employment and Insurance Commission or to an officer or employee, or a member of a class of officers or employees, of the Department of Human Resources Development, exercising powers or performing duties and functions authorized by that Commission;

    (c) on the later of the coming into force of section 76 of this Act and section 61 of Bill C-52, paragraph 33(2)(a) of the Old Age Security Act is replaced by the following:

    (a) the Department of National Revenue, the Department of Finance, the Department of Public Works and Government Services, or Statistics Canada, to the Canada Employment and Insurance Commission or to an officer or employee, or a member of a class of officers or employees, in the Department of Human Resources Development, exercising powers or performing duties and functions authorized by that Commission, or, under conditions prescribed by the Governor in Council, to any provincial authority administering a program of assistance payments, where that information is information only as to whether a person is or has been in receipt of a benefit or as to the amount of that benefit or where such communication is necessary for the purposes of the administration of this Act;

Bill C-52 and Bill C-54

102. If Bill C-52, introduced in the first session of the thirty-fifth Parliament and entitled An Act to establish the Department of Public Works and Government Services and to amend and repeal certain Acts, and Bill C-54, introduced in the first session of the thirty-fifth Parliament and entitled An Act to amend the Old Age Security Act, the Canada Pension Plan, the Children's Special Allowances Act and the Unemployment Insurance Act, are assented to, then

    (a) on the latest of the coming into force of subsection 49(2) of this Act, section 61 of Bill C-52 and section 52 of Bill C-54, paragraph 104(5)(a) of the Canada Pension Plan is replaced by the following:

    (a) any information obtained by an officer, clerk or employee in the Department of National Revenue, the Department of Finance or the Department of Public Works and Government Services, or by the Canada Employment and Insurance Commission, for the purposes of the administration of this Act may be made available or allowed to be made available by that person or by the Commission, for the purposes of the administration of this Act, to

      (i) an officer, clerk or employee in the Department of National Revenue, the Department of Finance, the Department of Public Works and Government Services or the Office of the Superintendent of Financial Institutions,

      (ii) the Canada Employment and Insurance Commission, or

      (iii) an officer, clerk or employee, or a member of a class of officers, clerks or employees, in the Department of Human Resources Development, exercising powers or performing duties and functions authorized by the Canada Employment and Insurance Commission; and

    (b) on the latest of the coming into force of section 50 of this Act, section 61 of Bill C-52 and section 52 of Bill C-54, paragraph 10(2)(a) of the Children's Special Allowances Act is replaced by the following:

    (a) to an officer or employee in the Department of National Revenue, the Department of Public Works and Government Services or Canada Post or to the Canada Employment and Insurance Commission or to an officer or employee, or a member of a class of officers or employees, of the Department of Human Resources Development, exercising powers or performing duties and functions authorized by that Commission;

    (c) on the latest of the coming into force of section 76 of this Act, section 61 of Bill C-52 and section 52 of Bill C-54, paragraph 33(2)(a) of the Old Age Security Act is replaced by the following:

    (a) the Department of National Revenue, the Department of Finance, the Department of Public Works and Government Services, Statistics Canada or Canada Post, to the Canada Employment and Insurance Commission or to an officer or employee, or a member of a class of officers or employees, in the Department of Human Resources Development, exercising powers or performing duties and functions authorized by that Commission, where that information is information only as to whether a person is or has been in receipt of a benefit or as to the amount of that benefit or where such communication is necessary for the purposes of the administration of this Act;

Bill C-54

103. If Bill C-54, introduced in the first session of the thirty-fifth Parliament and entitled An Act to amend the Old Age Security Act, the Canada Pension Plan, the Children's Special Allowances Act and the Unemployment Insurance Act, is assented to, then

    (a) on the later of the coming into force of this section and section 20 of that Act, paragraph 33(3)(a) of the French version of the Old Age Security Act is replaced by the following:

    a) le fait pour le ministre du Revenu national ou son délégué de permettre l'accès, pour l'application de la présente loi, au ministre, ou à tout autre agent du ministère du Développement des ressources humaines que celui-ci a désigné à cette fin, à un rapport donnant des renseignements dont il dispose sur tout demandeur ou prestataire, ou son conjoint;

    (b) on the later of the coming into force of this section and section 49 of that Act, section 96.1 of the Unemployment Insurance Act is replaced by the following:

Exception re war crimes

96.1 Notwithstanding any other provision of this Act, any information under the control of the Commission or the Department of Human Resources Development, including information obtained or compiled under this Act or under any regulation made under this Act, may be made available by the Minister to the Commissioner of the Royal Canadian Mounted Police, the Minister of Justice and the Attorney General of Canada for the purposes of investigations, prosecutions and extradition activities in Canada in relation to war crimes and crimes against humanity.

Bill C-54 without Bill C-52

104. If Bill C-54, introduced in the first session of the thirty-fifth Parliament and entitled An Act to amend the Old Age Security Act, the Canada Pension Plan, the Children's Special Allowances Act and the Unemployment Insurance Act, is assented to, but Bill C-52, entitled An Act to establish the Department of Public Works and Government Services and to amend and repeal certain Acts, is not assented to, then

    (a) on the later of the coming into force of subsection 49(2) of this Act and section 43 of Bill C-54, paragraph 104(5)(a) of the Canada Pension Plan is replaced by the following:

    (a) any information obtained by an officer, clerk or employee in the Department of National Revenue, the Department of Finance, the Department of Supply and Services or by the Canada Employment and Insurance Commission for the purposes of the administration of this Act may be made available or allowed to be made available by that person or by the Commission, for the purposes of the administration of this Act, to

      (i) an officer, clerk or employee in the Department of National Revenue, the Department of Finance, the Department of Supply and Services or the Office of the Superintendent of Financial Institutions,

      (ii) the Canada Employment and Insurance Commission, or

      (iii) an officer, clerk or employee, or a member of a class of officers, clerks or employees, in the Department of Human Resources Development, exercising powers or performing duties and functions authorized by the Canada Employment and Insurance Commission; and

    (b) on the later of the coming into force of section 50 of this Act and section 47 of Bill C-54, paragraph 10(2)(a) of the Children's Special Allowances Act is replaced by the following:

    (a) to an officer or employee in the Department of National Revenue, the Department of Supply and Services or Canada Post, or to the Canada Employment and Insurance Commission or to an officer or employee, or a member of a class of officers or employees, of the Department of Human Resources Development, exercising powers or performing duties and functions authorized by that Commission;

    (c) on the later of the coming into force of section 76 of this Act and section 20 of Bill C-54, paragraph 33(2)(a) of the Old Age Security Act is replaced by the following:

    (a) the Department of National Revenue, the Department of Finance, the Department of Supply and Services, Statistics Canada or Canada Post, or to the Canada Employment and Insurance Commission, or to an officer or employee, or a member of a class of officers or employees, in the Department of Human Resources Development, exercising powers or performing duties and functions authorized by that Commission, where that information is information only as to whether a person is or has been in receipt of a benefit or as to the amount of that benefit or where such communication is necessary for the purposes of the administration of this Act;

Bill C-76

105. If Bill C-76, introduced in the first session of the thirty-fifth Parliament and entitled An Act to implement certain provisions of the budget tabled in Parliament on February 27, 1995, is assented to, then, on the later of the coming into force of this section and section 30 of that Act, section 30 of that Act and the heading before it are repealed.

Bill C-84

106. If Bill C-84, introduced in the first session of the thirty-fifth Parliament and entitled An Act to provide for the review, registration, publication and parliamentary scrutiny of regulations and other documents and to make consequential and related amendments to other Acts, is assented to, then, on the later of the coming into force of section 11 of this Act and section 25 of that Act, subsection 11(3) of this Act is replaced by the following:

Reference to Scrutiny Committee

(3) Any fee fixed under any of sections 8 to 10 shall stand referred to a Committee described in section 25 of the Regulations Act to be scrutinized as if it were a regulation.
