SUMMARY |

These amendments require the incorporation of a detectable additive
into most plastic explosives and enable the Governor in Council to
make regulations for the control of unmarked plastic explosives. As
well, they enable Canada to ratify the Convention on the Marking of
Plastic Explosives for the Purpose of Detection which was concluded
in Montreal in March of 1991.
