SUMMARY

This enactment amends the Lobbyists Registration Act with the object of improving the transparency of lobbying activities vis-à-vis the Government of Canada. It also modifies the administration and enforcement provisions of that Act.

The major elements of the enactment are as follows:

1. All lobbyists are required to disclose the specific subject-matter of their activities, the name of the Government department or institution they will be lobbying, the communication techniques that will be used and, in certain cases, information about the true beneficiary of the lobbying.

2. Consultant lobbyists are required to report this information for each new undertaking and to report changes in this information within thirty days. In-house corporate lobbyists are required to report annually and to report changes in this information within thirty days. In-house organizational lobbyists are required to report semi-annually.

3. The enactment also allows lobbyists to file their returns electronically, sets the limitation period for enforcement proceedings at two years and provides for a Parliamentary review of the Act in four years.

4. Finally, the enactment provides for the designation of an Ethics Counsellor who establishes a Lobbyists' Code of Conduct and investigates alleged breaches of it.
