EXPLANATORY NOTE |

This bill would establish a system for the relocation and protection
of witnesses and potential witnesses and their families and close
associates. Safeguards are provided for the protection of the public, and
persons to be protected are required to enter into a memorandum of
understanding setting out their responsibilities.
