Throughout November and December 2021, members of the Canada-China Legislative Association and Canada-Japan Inter-Parliamentary Group participated virtually in the 29th Annual Meeting of the Asia-Pacific Parliamentary Forum (APPF), hosted by the National Assembly of South Korea. At this meeting, parliamentarians from across the wider Asia-Pacific region discussed regional, political, economic and environmental issues, as well as the situation of women. The Canadian delegation submitted two resolutions – one on the digital economy and one on women, peace and security – both of which were reflected in the APPF’s final communiqué. Canadian parliamentarians participated in the working group meetings between 8 and 19 November, as well as the plenary sessions and meetings of the drafting committee from 13 to 15 December. The Parliament of Canada is a member of the APPF’s executive committee, and Canadian parliamentarians also participated in the meeting of that committee on 10 November 2021. Following this meeting, Canada’s term on the executive committee, as a representative of the Americas sub-region of the APPF, was renewed for another four years. Senator Kutcher served as head of delegation; the other parliamentarians who participated were Senator McPhedran, Senator Oh, Senator Ringuette and Senator Woo.

On August 23, 2021, Senator Paul Massicotte, Co-Chair of the Canada–China Legislative Association, participated in the 42nd General Assembly of the Association of Southeast Asian Nations (ASEAN) Inter-Parliamentary Assembly (AIPA) on behalf of both the Canada-China Legislative Association and the Canada-Japan Interparliamentary Group. This virtual meeting was hosted by Brunei Darussalam, which holds the Chair of both ASEAN and AIPA for 2021. The theme of this year’s assembly was “Forging Parliamentary Cooperation in Digital Inclusion Towards ASEAN Community 2025.” Senator Massicotte addressed the assembly by videoconference. He discussed Canada’s contribution to international efforts to fight the COVID-19 pandemic; the importance of digital connectivity, especially for small businesses; and progress toward a potential free-trade agreement between Canada and ASEAN.

On March 16, 2021, Honourable Mohamed-Iqbal Ravalia, Senator, Member of the Canada-China Legislative Association and the Canada-Japan Interparliamentary Group, participated in a webinar organized by the Association of Southeast Asian Nations (ASEAN) Inter-Parliamentary Assembly (AIPA) and the Parliamentary Forum on Small Arms and Light Weapons. As part of their preparations for an upcoming United Nations meeting on small arms and light weapons, parliamentarians from AIPA member and observer countries discussed strategies to shape policy and build awareness in their respective countries on this topic. Canada is an observer parliament at AIPA and has participated in several meetings hosted by this forum in recent years. At this webinar, emphasis was placed on approaching the problem of violence related to the illicit transfer of small arms and light weapons through the lenses of the Women, Peace and Security agenda and the United Nations 2030 Agenda for Sustainable Development. Senator Ravalia explained that the Senate of Canada strives to integrate diverse perspectives in its policy recommendations. In particular, he noted that the Senate has almost achieved gender parity between men and women.

On 8 September 2020, Mr. Han Dong, M.P., Co-Chair of the Canada-China Legislative Association, participated in the 41st General Assembly of the Association of Southeast Asian Nations (ASEAN) Inter-Parliamentary Assembly (AIPA) on behalf of both the Canada–China Legislative Association and the Canada–Japan Interparliamentary Group. This virtual meeting was hosted by Viet Nam, the Chair of both ASEAN and AIPA for 2020. Canada has participated in this assembly as an observer delegation several times, most recently in Thailand in August 2019. This year, the theme of the assembly was “Parliamentary Diplomacy for a Cohesive and Responsive ASEAN.” The discussions also focused on the regional response to the COVID-19 pandemic. Mr. Dong delivered an address to the delegates, which included representatives of the 10 ASEAN countries and other observer and guest delegations from various parliaments around the world. In these remarks, Mr. Dong recognized the importance that Canadian parliamentarians place on strengthening relationships with Southeast Asia. He further shared Canada’s contribution to international efforts to fight the pandemic, and he discussed the progress made in recent years towards a possible free trade agreement between Canada and ASEAN. He concluded by saying that he looked forward to continuing the meaningful discussion at next year’s AIPA General Assembly.

The Canada-China Legislative Association (CACN) and the Canada-Japan Interparliamentary Group (CAJP) participated in the 28th Annual Meeting of the Asia-Pacific Parliamentary Forum (APPF) to discuss regional, political, economic and environmental issues as well as the situation of women in Asia. It was an opportunity for parliamentarians to dialogue with their counterparts from both sides of the Pacific Ocean.
