The Standing Joint Committee on the Library of Parliament met in camera at 12:03 p.m. this day, in Room 362, East Block, the Joint Chair, Sharon Carstairs, presiding.

 

Members of the Committee present representing the Senate: The Honourable Senators Sharon Carstairs, Stephen Greene, Mobina S.B. Jaffer, Jean Lapointe and Terrance Richard Stratton.

 

Members of the Committee present representing the House of Commons: Hon. Mauril Bélanger, Ray Boughen, Cheryl Gallant, Peter Goldring, Louis Plamondon and Blake Richards.

 

Acting Members from the House of Commons present: David Christopherson for Carol Hughes, Bonnie Crombie for Hon. Gurbax S. Malhi, Meili Faille for Gérard Asselin, Derek Lee for Hon. Carolyn Bennett, Pierre Poilievre for Scott Reid and Chris Warkentin for Brad Trost.

 

In attendance: Library of Parliament: François Côté, Analyst; Élise Hurtubise-Loranger, Analyst.

 

Witnesses: Library of Parliament: Lise F. Chartrand, Director, Finance and Material Management Division; Sue Stimpson, Director General, Corporate Services; William R. Young, Parliamentary Librarian.

 

It was agreed, — That staff accompanying Committee members at the in camera meeting on this day be allowed to remain during the meeting; and that staff accompanying the witnesses be allowed to remain only during the appearance of the witnesses before the Committee.

 
Pursuant to Standing Order 108(4)(a) and the motion adopted by the Committee on Thursday, November 19, 2009, the Committee commenced its preparatory work on the Library of Parliament's Main Estimates for 2010-2011.
 

William R. Young made a statement and, with the other witnesses, answered questions.

 

It was agreed, — That the Committee recommend to the Speaker of the Senate and the Speaker of the House of Commons the spending proposal presented today by the Parliamentary Librarian for the prospective Library of Parliament's Main Estimates for the fiscal year 2010-11.

 

At 1:38 p.m., the Committee adjourned to the call of the Chair.
