The Standing Joint Committee for the Scrutiny of Regulations met this day at 9:03 a.m. for an organization meeting.

[Translation]

Mr. François Michaud, Joint Clerk of the Committee: As Joint Clerk of the Committee for the Senate, it is my duty to preside over the election of the Joint Chair of the Committee for the Senate.

Are there any nominations?

Senator Nolin: I nominate my colleague Senator Hervieux-Payette.

Mr. Michaud: Are there any other nominations? It is moved by Senator Nolin that the Honourable Senator Hervieux-Payette be Joint Chair of the committee.

Is it the pleasure of the committee to adopt the motion?

Hon. Members: Agreed.

Mr. Michaud: Carried.

The Joint Chairman (Senator Hervieux-Payette): Thank you for your support. Our next item of business is the election of the Deputy Chair.

Ms. Joann Garbig, Joint Clerk of the Committee: Honourable committee members, in accordance with Standing Order 106 of the House of Commons, the next item of business is the selection of the joint chair representing the House of Commons. I am ready to receive motions to that effect.

Mr. Hill: I nominate my colleague Mr. Grewal.

The Joint Clerk (Ms. Garbig): Mr. Hill moves that Mr. Grewal be elected.

Are there further nominations?

Nominations being closed, is the committee ready to adopt the motion?

Hon. Members: Agreed.

The Joint Clerk (Ms. Garbig): I declare Mr. Grewal the joint chair representing the House of Commons. I would invite him to take the chair.

The Joint Chairman (Mr. Grewal): Thank you very much. I wish to welcome the new and returning members to the committee.

Our next item of business is the election of the vice-chair. I am ready to receive motions to that effect.

Mr. Lee: I nominate Mr. Macklin as vice-chair.

The Joint Chairman (Mr. Grewal): Mr. Lee nominates Mr. Macklin. Are there any further nominations?

Senator Moore: Question.

The Joint Chairman (Mr. Grewal): There being no further nominations, is it the pleasure of the committee to adopt the motion?

Hon. Members: Agreed.

The Joint Chairman (Mr. Grewal): Congratulations, Mr. Macklin, our new vice-chair.

Mr. Macklin: Thank you.

The Joint Chairman (Mr. Grewal): Madam Chair, please proceed with the adoption of the first report.

The Joint Chairman (Senator Hervieux-Payette): The next motion on the agenda provides that the Subcommittee on Agenda and Procedure be composed of the Joint Chairs, the Deputy Chair, one member from the other party in the Senate and one member from each of the two other opposition parties in the House of Commons and that the subcommittee report its decisions to the Committee.

Senator Nolin: I so move.

The Joint Chairman (Senator Hervieux-Payette): Is it the pleasure of the committee to adopt the motion?

Hon. Members: Agreed.

The Joint Chairman (Senator Hervieux-Payette): Carried.

The next motion reads as follows: That the committee print its proceedings and that the Joint Chairs be authorized to set the number to meet demand. Would someone like to move the motion? So moved by Mr. Harb, seconded by Mr. DeVilliers. Is it the pleasure of the committee to adopt the motion?

Hon. Members: Agreed.

The Joint Chairman (Senator Hervieux-Payette): The next motion reads as follows: That the Committee's General Counsel review the unrevised transcripts of the proceedings of the Committee. Would someone like to move the motion?

Senator Nolin: I so move.

The Joint Chairman (Senator Hervieux-Payette): So moved by Senator Nolin, seconded by Mr. Harb. Is it the pleasure of the committee to adopt the motion?

Hon. Members: Agreed.

The Joint Chairman (Senator Hervieux-Payette): The next motion provides that the Committee concur in the First Report and that the Joint Chairs so report to their respective House.

Senator Moore: I so move.

The Joint Chairman (Senator Hervieux-Payette): So moved by Senator Moore, seconded by Mr. Lee. Is it the pleasure of the committee to adopt the motion?

Hon. Members: Agreed.

The Joint Chairman (Senator Hervieux-Payette): The next motion pertains to the traveling and living expenses of witnesses: That, at the discretion of the Joint Chairs, the committee may reimburse reasonable traveling and living expenses for one witness from any one organization and payment will take place upon application, but that the Joint Chairs be authorized to approve expenses for a second witness should there be exceptional circumstances.

Mr. Lee: I so move.

The Joint Chairman (Senator Hervieux-Payette): So moved by Mr. Lee, seconded by Senator Nolin. Is it the pleasure of the committee to adopt the motion?

Hon. Members: Agreed.

The Joint Chairman (Senator Hervieux-Payette): The next motion provides that the Joint Chairs be authorized to seek necessary permissions to permit coverage by electronic media of the committee's public proceedings with the least possible disruption of its hearings; and

That the Subcommittee on Agenda and Procedure be empowered to allow such coverage at its discretion.

Mr. Lee: I so move.

The Joint Chairman (Senator Hervieux-Payette): So moved by Mr. Lee, seconded by Senator Moore. Is it the pleasure of the committee to adopt the motion?

Hon. Members: Agreed.

The Joint Chairman (Senator Hervieux-Payette): The next motion has to do with the schedule of meetings and provides that the committee adopt the following schedule for its meetings, subject to the adoption by both Houses of the committee's first report: at 8:30 a.m. on dates TBC.

Mr. Harb: I so move.

The Joint Chairman (Senator Hervieux-Payette): So moved by Mr. Harb, seconded by Mr. Lee. Is it the pleasure of the committee to adopt the motion?

Hon. Members: Agreed.

The Joint Chairman (Senator Hervieux-Payette): The next item of business is the budget, which the Clerk will explain to you.

Mr. Michaud: Do all of you have a copy of the budget?

Hon. Members: Yes.

Mr. Michaud: The budget will bring us to the end of the 2003-2004 fiscal year. The budget primarily concerns the Senate committee since the House of Commons already passed a budget during the Second Session of the 37th Parliament.

The Joint Chairman (Senator Hervieux-Payette): So moved by Mr. Harb, seconded by Mr. Bagnell.

Hon. Members: Agreed.

The Joint Chairman (Senator Hervieux-Payette): Since there are no further items on the agenda, we are adjourned.
