The Joint Clerk of the Committee (Ms. Catherine Piccinin): Good afternoon. I see a quorum.
I'm the clerk on the Senate side, and it's my duty to preside over the election of the joint chair, Senate. I am ready to take motions to that effect.
Senator Forrestall.
Senator Michael J. Forrestall (Dartmouth Eastern Shore, PC): Might I have the distinguished honour and pleasure of putting forward from the Senate side the name of Dr. Morin for the role of joint chair, to continue the very good work of the two chairs we have had for the last year.
The Joint Clerk (Ms. Catherine Piccinin): Are there any other nominations? I declare the nominations closed.
It is moved by Senator Forrestall that Senator Morin be elected in absentia as the joint chair, Senate, of this committee.
Some hon. members: Agreed.
The Joint Clerk (Ms. Catherine Piccinin): I will ask my colleague from the House of Commons to preside over the election of the House of Commons chair.
The Joint Clerk of the Committee (Mr. Jean-Philippe Brochu): Are there any nominations?
Mr. John O'Reilly (Haliburton—Victoria—Brock, Lib.): I nominate Dr. Stan Dromisky.

I declare Mr. Dromisky joint chair of the committee.
We're also here to elect the vice-chair of the committee. Traditionally, it is a member. Are there any nominations?
Mrs. Elsie Wayne (Saint John, CPC): I move that Norm Doyle be vice-chair.
The Joint Clerk (Mr. Jean-Philippe Brochu): Are there any other nominations?
Mr. Doyle is the new vice-chair of the committee.
The Joint Chair (Mr. Stan Dromisky (Thunder Bay—Atikokan, Lib.)):
Thank you very much.
I think we had better get right down to business because I know your stomachs are grumbling and you're all very anxious to have your dinner.
The agenda is being passed out to everyone. We will deal with the routine motions. The first one is on the services of an analyst from the Library of Parliament.
Senator Michael J. Forrestall: I so move.
An hon. member: Won't you be reading them, Mr. Chair?
The Joint Chair (Mr. Stan Dromisky): I don't think I need to read them. You are all eligible to sit on this committee. If you look at the restrictions and requirements for being a full-fledged, legitimate member of this committee, you'll see that you must be able to read. So please read.
Mr. Paul Harold Macklin (Northumberland, Lib.): I have a point of order. If these are the standard motions that would be made on behalf of this committee, could we deal with them as a single motion?
The Joint Chair (Mr. Stan Dromisky): I think that's a very wise move because these are exactly the same as were presented to the committee in the last session.
Senator Michael J. Forrestall: I have no objection to that, except that there is one that requires a general question to the clerk. How many copies did we print? Did we print enough? Is there any reason to believe that the work of this committee in this coming year might require a change in that? If we just simply go ahead without a very brief discussion, we might find ourselves in difficulty. We can always meet and change our minds, but it's easier to do it now.
Mr. Paul Harold Macklin: If it's the will of this committee that we adopt the procedure of looking at it in its totality, then in that respect we can look at your issues and deal with them.
Senator Michael J. Forrestall: They're not my issues; they are the committee's issues.
The Joint Chair (Mr. Stan Dromisky): Do you have a motion on the floor?
Mr. Paul Harold Macklin: I move that the routine motions for committees, as presented on the document that was circulated, be treated as one for the purpose of a motion by this committee.
The Joint Chair (Mr. Stan Dromisky): Do we have a seconder?
An hon. member: I second the motion.
The Joint Chair (Mr. Stan Dromisky): Is there any discussion?

I'm going to leave a little message with you. If any of you have any concerns or issues that you would like to present to the clerk pertaining to the operations of the library services on the Hill, for all members and staff, please present them as quickly as possible. I'm sure there might be something you might like to see in some area, an improvement or an enhancement.
