This enactment requires the Minister of Canadian Heritage to initiate a process for proposing and considering a program to give financial assistance to high school students travelling together to visit overseas military memorial sites.

Le texte exige que le ministre du Patrimoine canadien mette en place un processus pour proposer et examiner la possibilité d’un programme d’aide financière aux groupes d’élèves du niveau secondaire qui voyagent à l’étranger pour visiter les lieux commémoratifs militaires.

Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

1. This Act may be cited as the Overseas Memorial Sites Student Visits Assistance Act.

2. In this Act, “Minister” means the Minister of Canadian Heritage.

3. (1) The Minister shall, in consultation with

(a) the Canadian Forces,

(b) the Royal Canadian Legion,

(c) the Canadian Merchant Navy Veterans Association Incorporated,

(d) the National Council of Veterans Associations,

(e) any other association of war veterans that the Minister designates,

(f) representatives of ministers of the Crown responsible for education in every province, and

(g) such others as the Minister designates,

prepare a report that proposes a program to assist students attending a high school in Canada to travel together to visit sites outside Canada that memorialize the service and sacrifice of members of the Canadian Forces, members of the merchant navy and civilians who served, suffered injury or died in past wars and conflicts.

3. (1) Après avoir consulté les entités et les personnes suivantes, le ministre établit un rapport proposant un programme d’aide aux groupes d’élèves du niveau secondaire au Canada qui voyagent à l’étranger pour visiter les lieux commémorant les services et les sacrifices des membres des Forces canadiennes, des membres de la marine marchande et des civils qui ont servi, ont été blessés ou sont morts lors de guerres et de conflits :

a) les Forces canadiennes;

b) la Légion royale canadienne;

c) les Anciens combattants de l’Association de la marine marchande canadienne incorporée;

d) le Conseil national des associations d’anciens combattants;

e) toute autre association d’anciens combattants qu’il désigne;

f) les représentants des ministres de l’éducation de chaque province;

g) toute autre personne qu’il désigne.

(2) The report shall include recommenda- tions as to

(a) whether qualifications should be  established for participation in the program;

(b) whether the program should have a specified educational element; and

(c) what proportion of the cost of such a visit should be paid from public funds.

a) l’opportunité d’établir les conditions de participation au programme;

b) l’opportunité d’inclure au programme un volet éducatif déterminé;

c) la proportion du coût de ces visites à payer sur les fonds publics.

4. The Minister shall cause the report described in section 3 to be laid before each House of Parliament not later than the fifth day on which that House is sitting following the day that is twelve months after the day on which this Act comes into force.

4. Le ministre fait déposer le rapport visé à l’article 3 devant chaque chambre du Parlement au plus tard le cinquième jour de séance de celle-ci qui suit le premier anniversaire de l’entrée en vigueur de la présente loi.

5. On being laid before a House of Parliament, the report shall be automatically referred to the standing committee of the House that normally deals with veterans’ affairs for consideration and report to the House.

5. Le rapport déposé devant une chambre du Parlement est automatiquement renvoyé, pour étude et rapport, au comité permanent de celle-ci habituellement chargé des questions touchant les anciens combattants.

6. After the standing committee of each House of Parliament has made a report under section 5 and the House

(a) has considered the report, or

(b) has sat for fifty days after receiving the report,

whichever occurs first, the Minister shall make a statement to the House of Commons announcing the steps that will be taken to establish and fund the program or giving reasons why the program will not be established, and shall cause a copy of the statement to be laid before the Senate.

6. Après que le comité permanent de chaque chambre du Parlement a présenté son rapport aux termes de l’article 5 et que celle-ci l’a  examiné ou, sinon, a siégé cinquante jours après l’avoir reçu, le ministre fait à la Chambre des communes une déclaration annonçant soit la prise de mesures pour la création et le financement du programme, soit les motifs pour lesquels le programme ne sera pas créé, et fait déposer le texte de la déclaration devant le Sénat.
