SUMMARY |

This enactment provides recognition of the importance of victims'
rights in criminal law by providing recognition in a preamble to the
Criminal Code and establishing principles of interpretation and
application that specifically recognize victims.

|
Restitution is broadened to cover loss caused by psychological
harm. Victims are to be informed of their rights under criminal and civil
law.
|
|
|
The existing rights to be given information on the offender are
broadened so that all information will be given unless there is reason to
believe it may be misused, rather than in a balance with the offender's
rights to privacy, as at present.

|
|
Finally, a victim's right to be informed of and to be heard at all
procedures related to the offender or any early release is established.
