This enactment amends the composition of the Board of Internal
Economy of the House of Commons to allow representation by all
officially recognized parties.
|
|
|
|
|
|
|
|
Clause 1: Subsections 50(2) and (3) read as follows:
|
|
|
|
(2) The Board shall consist of the Speaker, the Deputy Speaker, two
members of the Queen's Privy Council for Canada appointed from time
to time by the Governor in Council, the Leader of the Opposition or the
nominee of the Leader of the Opposition and four other members of the
House of Commons who may be appointed from time to time as
follows:

|
(a) two members of the Board appointed by the House of Commons
caucus of the government party; and
|
|
|
|
(b) two members of the Board appointed by the House of Commons
caucuses of the parties in opposition to the government
|
|
|
|
(i) one of whom is appointed by the caucus of the party in
opposition having the largest recognized membership in the
House, and
|
|
|
|
(ii) subject to subsection (3), one of whom is appointed by the
caucus of the party in opposition having the second largest
recognized membership in the House.
|
|
|
|
(3) Where the caucus referred to in subparagraph (2)(b)(ii) does not
have a recognized membership of twelve or more persons in the House
of Commons, both appointments to be made pursuant to paragraph
(2)(b) shall be made by the caucus referred to in subparagraph (2)(b)(i).

Clause 2: Subsection 52(2) reads as follows:
|
|
|
|
(2) In the event of the death, disability or absence of the Speaker, five
members of the Board, of whom one shall be the Deputy Speaker or a
member of the Board designated by the Speaker or the Deputy Speaker
to chair the meeting, constitute a quorum.
