His Excellency the Governor General recommends to the House of
Commons the appropriation of public revenue under the circumstances,
in the manner and for the purposes set out in a measure entitled ``An Act
to amend the Railway Safety Act and to make a consequential
amendment to another Act''.

|
|
These amendments make a number of changes to the Railway Safety
Act and to other Acts as a result. Essentially, they
|
|
|
- streamline the regulatory approval process, notably in relation to
the construction and alteration of railway works;
|
|
|
- provide for greater involvement by interested organizations in
making rules about railway operations;
|
|
|
- strengthen and clarify federal regulatory powers over road
crossings in order to reduce accidents;
|
|
|
- provide for the regulation of the use of train whistles in
municipalities;
|
|
|
- provide temporary regulatory exemptions to railway companies
for the purpose of conducting tests related to rail transport; and
|
|
|
- strengthen and clarify provisions dealing with railway security.
