SUMMARY

This enactment reforms and modernizes the regulatory process currently established by the Statutory Instruments Act. The key components of the enactment are:

    - a simpler, more principled definition of ``regulation'';

    - an expedited process for regulations that do not require legal review;

    - a revision of the bases for exempting regulations from the regulatory process so that the exemptions reflect the purposes of the Act and the public interest;

    - modernization of the regulatory process by providing for consultation, registration and publication by electronic means; and

    - maintenance of government accountability for regulations through effective Parliamentary scrutiny.
