This enactment reforms and modernizes the regulatory process
currently established by the Statutory Instruments Act. The key
components of the enactment are:

|
|
- a simpler, more principled definition of ``regulation'';
|
|
|
- an expedited process for regulations that do not require legal
review;
|
|
|
- a revision of the bases for exempting regulations from the
regulatory process so that the exemptions reflect the purposes of
the Act and the public interest;
|
|
|
- modernization of the regulatory process by providing for
consultation, registration and publication by electronic means;
and
|
|
|
- maintenance of government accountability for regulations
through effective Parliamentary scrutiny.
