     Honourable senators, members of the House of Commons, there is a quorum.
    As the Senate joint clerk of this committee, it is my duty to preside over the election of the Senate joint chair. I am now prepared to receive motions to that effect.
    I would like to nominate Peter Goldring.
    Some hon. members: Oh, oh!
     I move Senator Trenholme Counsell.
    Are there any other nominations?
    Seeing none, it is moved by the Honourable Senator Lapointe that the Honourable Senator Trenholme Counsell be the Senate joint chair of this committee.
    (Motion agreed to)
    The Joint Clerk (Mr. Adam Thompson): I would invite Senator Trenholme Counsell to take the chair.

    There are three routine motions, and each will be introduced. The first one is for services of analysts from the Library of Parliament. Is there a mover?

    Can I ask exactly what this means, “that the committee retain, as needed at the discretion of the joint chairs, the services”? Is this to assist our committee in its work?
