CAEU Canada-Europe Parliamentary Association

Mr. Francesco Sorbara, M.P., President, Canada–Europe Parliamentary Association (CAEU) participated in a videoconference call with Ms. Stéphanie Yon-Courtin, MEP, Chair of the European Parliament Delegation for Relations with Canada (D-CA).

The main topic of discussion was future plans for renewed parliamentary cooperation between the two associations. Ms. Yon-Courtin congratulated Mr. Sorbara on his election as CAEU President and expressed D-CA’s desire to travel to Canada in September 2022 for the annual interparliamentary meeting (IPM). They also discussed a list of topics that could be part of the IPM’s agenda, including a recognition of the five-year implementation anniversary of the Canada–European Union Comprehensive Economic and Trade Agreement.

Other topics of discussion included recent developments related to Russia’s invasion of Ukraine, Ukrainian President Volodymyr Zelensky’s address to the Canadian Parliament, and the importance of people-to-people ties. Finally, plans were made for a future meeting to finalize the details for the upcoming IPM.

UIPU Canadian Group of the Inter-Parliamentary Union

The Annual Parliamentary Meeting at the 66th session of the Commission on the Status of Women (CSW66) took place virtually on March 14, 2022. Co-organized by the Inter-Parliamentary Union (IPU) and UN Women, it brought together legislators from around the globe to discuss the theme, “The role of women’s leadership and gender-responsive parliaments in climate action.” The Canadian Group of the Inter-Parliamentary Union (UIPU) was represented by the Hon. Salma Ataullahjan, Senator, the Hon. Rosa Galvez, Senator, the Hon. Amina Gerba, Senator, the Hon. Patti LaBoucane-Benson, Senator, the Hon. Marilou McPhedran, Senator, the Hon. Julie Miville-Dechêne, Senator, the Hon. Rosemary Moodie, Senator, the Hon. Kim Pate, Senator, Ms. Iqra Khalid, M.P., Ms. Andréanne Larouche, M.P., Ms. Lindsay Mathyssen, M.P., the Hon. Michelle Rempel Garner, P.C., M.P., and Mr. Francesco Sorbara, M.P. Participants shared their experiences regarding women’s leadership and political participation in climate action, green parliaments, as well as legal and policy reforms for gender-responsive climate action. Senator McPhedran emphasized the role that informal networks among women parliamentarians can play in advancing discussions on gender-responsive parliaments in climate action and achieving all of the Sustainable Development Goals, given their intersectionality. Senator McPhedran joined her voice to that of other participants in expressing solidarity with Ukraine’s women parliamentarians following the Russian Federation’s invasion of Ukraine.

CCOM Canadian Branch of the Commonwealth Parliamentary Association

The 2022 Westminster Seminar on Parliamentary Practice and Procedure organized by the United Kingdom Branch of Commonwealth Parliamentary Association gathered many parliamentarians and clerks in person and virtually, from every region of the Commonwealth to exchange ideas and build knowledge around topics relevant to Westminster-style democracies. Two parliamentarians from the Canadian Branch attended virtually part of the Seminar.

CPAM Canadian Section of ParlAmericas

The 60th Meeting of ParlAmericas’ Board of Directors occurred virtually on March 11, 2022. Two Canadian parliamentarians participated:

• Marc G. Serré, M,P., Chair of the Canadian Section of ParlAmericas (CPAM), Member of ParlAmericas’ Board of Directors (North America) and Chair of the ParlAmericas Corporation; and

• The Honourable Rosa Galvez, Senator, Vice-Chair of the Canadian Section of ParlAmericas (CPAM), President of ParlAmericas’ Parliamentary Network on Climate Change (PNCC), 2nd Vice-President on ParlAmericas’ Board of Directors and Treasurer of ParlAmericas Corporation.

Paraguayan Senator Blanca Ovelar, President of ParlAmericas’ Board of Directors, provided opening remarks and an update on ParlAmericas’ recent and upcoming activities, such as participation at the 9th Summit of the Americas. Members of the Board of Directors approved the 2022–23 work plan for ParlAmericas, and conducted business; the business items included the Board’s Annual General Meeting and discussion of items relating to ParlAmericas’ budget and financing. ParlAmericas’ International Secretariat provided an overview of newly approved funding, and upcoming projects and events. Finally, Board members discussed details relating to the 6th Gathering of the ParlAmericas Open Parliament Network (OPN) which took take place virtually on March 9, 15 and 22, 2022.

SECO Canadian Delegation to the Organization for Security and Co-operation in Europe Parliamentary Assembly

The Standing Committee of the Organization for Security and Co-operation in Europe Parliamentary Assembly (OSCE PA) held an extraordinary meeting regarding the war in Ukraine. The meeting included presentations by Margareta Cederfelt, President of the OSCE PA, Roberto Montella, Secretary General of the OSCE PA, Yevheniia Kravchuk, Member of the Ukrainian delegation to the OSCE PA, and Yevhenii Tsymbaliuk, Ukrainian Ambassador to the OSCE. Participants were also addressed by former Ukrainian President Petro Poroshenko, who spoke about the humanitarian situation in Ukraine and appealed to OSCE PA participating States to hold Russia accountable for the perpetration of gross violations of human rights in Ukraine. In the open debate that followed these presentations, more than 30 members of the OSCE PA took the floor to make remarks. Ms. Ya’ara Saks, M.P., spoke on behalf of the Canadian delegation. Ms. Saks commended the bravery and resilience of the Ukrainian people and said that Canada would continue to support international efforts to hold Russia accountable. The other Canadian parliamentarians to participate in the meeting were Senator Robert Black, Senator Gwen Boniface, Senator René Cormier, Senator Lucie Moncion, Luc Berthold, M.P., Earl Dreeshen, M.P., Dave Epp, M.P., James Maloney, M.P., Kristina Michaud, M.P., and Lianne Rood, M.P..
