CCOM Canadian Branch of the Commonwealth Parliamentary Association

On May 1st 2020, Ms. Yasmin Ratansi – Chair of the Canadian Branch of the Commonwealth Parliamentary Association (CPA) – participated in a meeting on the topic of “Virtual parliamentary sessions during the COVID-19 pandemic.” The virtual meeting was co-hosted by CPA and ParlAmericas; it was chaired by Bahamian Senator Ranard Henfield, Vice-President (Caribbean) of ParlAmericas’ Open Parliament Network. Presiding officers, parliamentarians and clerks from 17 English-speaking legislatures in the Americas and the Caribbean participated in the meeting. Participants heard presentations by: the Honourable Juan Watterson, Speaker of the Isle of Man’s House of Keys; Luiz Fernando Bandeira de Mello, Secretary-General of the Board of Brazil’s Senate; and Matthew Hamlyn, Strategic Director of the Chamber Business Team of the United Kingdom’s House of Commons. They discussed the technical and political challenges associated with implementing virtual sittings and committee meetings in their legislatures. Jarvis Matiya, the CPA’s Acting Secretary-General, updated participants about the CPA’s responses to the COVID-19 pandemic, including the launch of the CPA Toolkit for Commonwealth Parliaments and Legislatures on the COVID-19 (Coronavirus) pandemic and delivering parliamentary democracy. The Honourable Bridgid Annisette-George – Speaker of Trinidad and Tobago’s House of Representatives, a member of CPA’s International Executive Committee and ParlAmericas Board Member – delivered closing remarks.

SECO Canadian Delegation to the Organization for Security and Co-operation in Europe Parliamentary Assembly

Dr. Hedy Fry, P.C., M.P., attended the Parliamentary Assembly’s Bureau Meeting to represent the Canadian Delegation. The elected leaders of the OSCE PA met online for the annual spring Bureau meeting. The meeting commenced with a presentation from the OSCE Chair-in-Office, Albanian Prime Minister Edi Rama, and the EU Commissioner for Crisis Management, Ambassador Janez Lenarcic. Others also reported on recent events. PA President George Tsereteli, Secretary General Roberto Montella, as well as reports by Chairs of Committees and OSCE PA Special Representatives made successive presentations. Finally, Treasurer Peter Juel-Jensen presented the Assembly’s proposed budget for the upcoming financial year for discussion and noted that efforts would be made to relieve the financial burden on parliaments that may be facing revenue shortfalls due to the economic impact of COVID-19.

CPAM Canadian Section of ParlAmericas

On April 16th, 2020, Senator Rosa Galvez – Vice-Chair of the Canadian Section of ParlAmericas and Vice-President (North America) of ParlAmericas' Parliamentary Network on Climate Change – participated in ParlAmericas’ first meeting held since the COVID-19 pandemic was declared in March 2020. This virtual meeting in Spanish was designed for Parliamentary staff. At the meeting, which was attended by legislators from 16 ParlAmericas countries, parliamentary officials shared their experiences in adapting their legislative procedures rapidly at the onset of the pandemic.

Participants heard presentations by: Gustavo Vasconcellos, Technology and Information Analyst in the Innovation and ICT Directorate of Brazil’s Chamber of Deputies; Miguel Landeros, Secretary General of Chile’s Chamber of Deputies; and Claudio Prieto, General Coordinator of Technology and Information of Ecuador’s National Assembly. These panellists provided a detailed account of technical and procedural measures being implemented in their country to enable legislatures to meet virtually.

CAEU Canada-Europe Parliamentary Association

The Honourable Scott Simms P.C., M.P., President, CAEU, participated in a videoconference call with the European Parliament’s Delegation for Relations with Canada (D-CA). D-CA participants included Ms. Stéphanie Yon-Courtin (Chair, France), Mr. Javier Moreno Sánchez (Vice-Chair, Spain), Mr. Jan Olbrycht (Poland), and Mr. Ondrej Kovarík (Czechia). Mr. Adam Isaacs, the head of the European Parliament’s Transatlantic Relations and G8 Unit, Directorate-General for External Policies of the Union, also participated. The main topic of discussion was Canadian and European responses to the COVID-19 pandemic. Ms. Yon-Courtin provided an update on the number of cases in Europe and explained that public health preparedness is a member state competency in the European Union (EU), which can complicate a coordinated response. She added that the EU’s four response priorities are limiting the spread of the virus, ensuring the provision of essential medical equipment, promoting research for treatments and vaccines, and supporting the economy. Mr. Simms explained how the Canadian government was responding to the crisis, as well as the Canadian Parliament’s approach to virtual meetings. A preliminary discussion also took place regarding the annual interparliamentary meeting, which is scheduled to take place in Canada in November.

SECO Canadian Delegation to the Organization for Security and Co-operation in Europe Parliamentary Assembly

Dr. Hedy Fry, P.C., M.P., attended a Parliamentary Assembly’s Bureau meeting to discuss future business. Given the uncertainty surrounding the global pandemic of COVID-19, Bureau members concluded that the Annual Session planned in Vancouver in July 2020 would need to be cancelled. Dr. Fry reiterated Canada’s wish to host an upcoming Annual Session of the OSCE PA but could not commit at this point to a future date.
