Throughout November and December 2021, members of the Canada-China Legislative Association and Canada-Japan Inter-Parliamentary Group participated virtually in the 29th Annual Meeting of the Asia-Pacific Parliamentary Forum (APPF), hosted by the National Assembly of South Korea. At this meeting, parliamentarians from across the wider Asia-Pacific region discussed regional, political, economic and environmental issues, as well as the situation of women. The Canadian delegation submitted two resolutions – one on the digital economy and one on women, peace and security – both of which were reflected in the APPF’s final communiqué. Canadian parliamentarians participated in the working group meetings between 8 and 19 November, as well as the plenary sessions and meetings of the drafting committee from 13 to 15 December. The Parliament of Canada is a member of the APPF’s executive committee, and Canadian parliamentarians also participated in the meeting of that committee on 10 November 2021. Following this meeting, Canada’s term on the executive committee, as a representative of the Americas sub-region of the APPF, was renewed for another four years. Senator Kutcher served as head of delegation; the other parliamentarians who participated were Senator McPhedran, Senator Oh, Senator Ringuette and Senator Woo.

CPAM Canadian Section of ParlAmericas

The plenary session of the 18th Plenary Assembly of ParlAmericas offered a space for member parliaments to present the various legislative initiatives that their Parliament has been undertaking with the contribution of civil society and youth, to rebuild the social contract. Likewise, the declaration was read and the results of the election for positions on the ParlAmericas Board of Directors were announced, as well as the host Parliament for the next 19th Plenary Assembly.

SECO Canadian Delegation to the Organization for Security and Co-operation in Europe Parliamentary Assembly

The Geneva Center for Security Sector Governance (DCAF), the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), and the Organization for Security and Co-Operation in Europe (OSCE) Office for Democratic Institutions and Human Rights (ODIHR) co-hosted a webinar on the gendered dimensions of defence spending. The event was part of a series of webinars organized by DCAF, UN Women and ODIHR to explore emerging gender and security issues. The Honourable Dr. Hedy Fry, P.C., M.P., head of the Canadian delegation to the OSCE PA and the OSCE PA Special Representative on Gender Issues, participated as a panelist. Among other points, she spoke about the need for diverse and inclusive parliaments to ensure that gender perspectives are integrated into parliamentary oversight of the defence sector. She also highlighted the role of parliaments in supporting the implementation of the Women, Peace and Security agenda.
