[...] Division 23 of Part 5 amends the Immigration and Refugee Protection Act to, among other things, (a) authorize the Minister of Citizenship and Immigration to give instructions establishing categories of foreign nationals for the purposes of determining to whom an invitation to make an application for permanent residence is to be issued, as well as instructions setting out the economic goal that that Minister seeks to support in establishing the category; (b) prevent an officer from issuing a visa or other document to a foreign national invited in respect of an established category if the foreign national is not in fact eligible to be a member of that category; (c) require that the annual report to Parliament on the operation of that Act include a description of any instructions that establish a category of foreign nationals, the economic goal sought to be supported in establishing the category and the number of foreign nationals invited to make an application for permanent residence in

[...] or other document not to be issued 11.‍2 (1) An officer may not issue a visa or other document in respect of an application for permanent residence to a foreign national who was issued an invitation under Division 0.‍1 to make that application if — at the time the invitation was issued or at the time the officer received their application — the foreign national (a) did not meet the criteria set out in an instruction given under paragraph 10.‍3(1)‍(e); (b) did not have the qualifications on the basis of which they were ranked under an instruction given under paragraph 10.‍3(1)‍(h) and were issued the invitation; or (c) did not meet the criteria for membership in a category that was established in an instruction given under paragraph 10.‍3(1)‍(h.‍2), if they were issued an invitation on the basis that they were eligible to be a member of that category.(2) Paragraph 11.‍2(2)‍(a) of the Act is replaced by the following: (a) the foreign national did not meet the criteria set out in an
