SUMMARY
This enactment amends the Canada Elections Act to provide a special quarterly allowance for registered parties in which a certain percentage of the members elected are Aboriginal people, members of visible minorities and persons with disabilities.

Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:
1. Subsection 424.1(1) of the Canada Elections Act is replaced by the following:
Quarterly returns
424.1 (1) The chief agent of a registered party that is entitled under subsections 435.01(1) and 435.011(1) to a quarterly allowance or a special quarterly allowance shall, for each quarter of the fiscal period of the party, provide the Chief Electoral Officer with a return that includes the information required under paragraphs 424(2)(a) to (c), (h.2) and (k).
2. The heading before section 435.01 of the French version of the Act is replaced by the following:

3. The Act is amended by adding the following after section 435.01:
435.011 (1) The Chief Electoral Officer shall determine, for each quarter of a calendar year, a special allowance payable to a registered party whose candidates for the most recent general election preceding that quarter received at that election at least
(a) 2% of the number of valid votes cast; or
(b) 5% of the number of valid votes cast in the electoral districts in which the registered party endorsed a candidate.
(2) For a quarter, a special allowance per valid vote cast in the election referred to in subsection (1) is
(a) $0.025 when Aboriginal people, members of visible minorities and persons with disabilities represent 10% to 19% of the party’s total elected members;
(b) $0.05 when Aboriginal people, members of visible minorities and persons with disabilities represent 20% to 29% of the party’s total elected members; and
(c) $0.075 when Aboriginal people, members of visible minorities and persons with disabilities represent 30% or more of the party’s total elected members.
(3) A merged party is entitled to the aggregate of the allowances to which the merging parties of which it is composed would have been entitled had they not merged.
4. Subsection 435.02(1) of the Act is replaced by the following:
Certificate
435.02 (1) As soon as practicable after the end of each quarter, the Chief Electoral Officer shall provide the Receiver General with a certificate that sets out the total amount of the allowances payable to a registered party for that quarter.
