Meeting with the European Parliament's Delegation for Relations with Canada

On 12 December 2023, members of the Canada-Europe Parliamentary Association (CAEU) met virtually with their counterparts from the European Parliament’s Delegation for Relations with Canada. Ailish Campbell, the Ambassador of Canada to the European Union (EU), also took part in the meeting, as well as Christian Burgsmueller, Deputy Head of Delegation of the EU to Canada, who replaced Melita Gabric, the Ambassador of the EU to Canada, who was unable to participate. Javier Moreno Sánchez, a Member of the European Parliament (MEP) from Spain, chaired the meeting.
Damian Boeselager, a MEP from Germany, explained how the mission of the European Parliament’s Committee on Constitutional Affairs (AFCO) to the United States and Ottawa, at the beginning of November 2023, was very successful. The delegates met with the Conflict of Interest and Ethics Commissioner of Canada, among others, and found those meetings useful for their work on the creation of an European ethics body.
Regarding the EU-Canada Summit held on 23 and 24 November 2023, Ambassador Campbell discussed, among other things, Canada’s enhanced participation in Horizon Europe. She underscored Canada’s gratitude towards the EU Member States that helped last summer during the worst forest fire season in Canada, to date. Ambassador Campbell noted the commitment from Canada and the EU to work together to fight climate change and the EU’s decision to join the Global Carbon Pricing Challenge. She also noted Canada-EU collaboration in the new Digital Partnership to develop together a safer digital environment, including artificial intelligence, quantum technology and online platform governance. Ambassador Campbell mentioned that Canada and the EU were hitting record highs in bilateral trade, thanks to the Comprehensive Economic and Trade Agreement (CETA) and the Strategic Partnership Agreement. She also mentioned the continued collaboration to help Ukraine and expressed the wish to deepen the collaboration with the EU in Gaza. Mr. Burgsmueller agreed with Ambassador Campbell’s positive description of the Summit’s results. He highlighted the importance of the new Green Alliance and the possibilities for future collaboration on green energy, such as hydrogen.
Francesco Sorbara, President of CAEU, touched on the Green Alliance, the Digital Partnership, the enhanced Canadian participation in Horizon Europe, and the EU’s decision to join the Global Carbon Pricing Challenge. He also talked about the Joint Statement that stemmed from the Summit and the challenges confronting Canada and the EU, such as climate change, the war in Ukraine, the crisis in Gaza, and relations with China. Mr. Sorbara also thanked Mr. Moreno Sánchez for his work as Rapporteur on the implementation of CETA. Senator David Wells, Vice-President of CAEU, discussed the seven themes of the Joint Statement, the war in Ukraine and the crisis in Israel and Palestine. Peter Boehm touched on the war in Ukraine, noting President Zelensky’s presence in Washington, D.C., the conflict in Gaza, and insisted on the importance of Canada and the EU working together on priorities related to the cyber and digital world.
Mr. Boeselager argued that the European Parliament elections that will take place in June 2024 could be a chance for a new impetus, to try to solve certain issues such as visa liberalization. Ambassador Campbell noted that CETA offers the possibility to recognize each others’ credentials, when Canadian professionals wish to work in the EU and vice versa, and that only architects are recognized in that manner so far. Stéphane Bergeron noted the quality of the relations between the EU, Canada, and Quebec, and argued that the Covid-19 pandemic showed the importance of intensifying relations with partners that share the same values and objectives.
All agreed to continue their fruitful collaboration in the future and wished each other happy holidays.

Mr. Francesco Sorbara, M.P., President, Canada–Europe Parliamentary Association; the Hon. David Wells, Senator; the Hon. Percy Downe, Senator; Stéphane Bergeron, M.P.; Don Davies, M.P.; and Jamie Schmale, M.P.; met, on Parliament Hill, with His Excellency Hlynur Guðjónsson, the Ambassador of Iceland to Canada, and His Excellency Urban Ahlin, the Ambassador of Sweden to Canada.
Ambassador Guðjónsson delivered a presentation on Iceland’s priorities for its Chairmanship of the Council of Europe’s Committee of Ministers (November 2022–May 2023) and shared details about the Summit of the Council of Europe being hosted in Reykjavík from 16–17 May 2023.
Ambassador Ahlin delivered a presentation on Sweden’s priorities during its presidency of the Council of the European Union (1 January–30 June 2023) and provided an update on Sweden’s North Atlantic Treaty Organization accession process.
The ambassadors’ presentations were followed by a question-and-answer session with association members.

41st Interparliamentary Meeting with the European Parliament’s Delegation for Relations with Canada Ottawa, Canada
The Canada-Europe Parliamentary Association (CAEU) hosted the 41st Interparliamentary Meeting (IPM) with the European Parliament’s Delegation for Relations with Canada (D-CA) in Ottawa on 17 December 2022.
The IPM consisted of four panels and question-and-answer sessions on the following subjects: • the Fifth anniversary of the Comprehensive and Economic Trade Agreement and the Strategic Partnership Agreement; • the regulation of large technology firms; • Canada-EU energy security and climate change cooperation; • global displacement. The CAEU participants were: Mr. Francesco Sorbara, M.P. and President; the Hon. Tony Loffreda, Senator; the Hon. Victor Oh, Senator; the Hon. Lucie Moncion, Senator; the Hon. David Wells, Senator; Stéphane Bergeron, M.P.; and Marie-France Lalonde, M.P. The D-CA participants were: Stéphanie Yon-Courtin (Chair, France); Damian Boeselager (Germany); Ondrej Kovarík (Czechia); Dorien Rookmaker (Netherlands); and Hildegard Bentele (Germany). They discussed the outcome of the May 2022 EU-Canada Joint Ministerial Committee meeting; the coverage of space-related procurement by the Canadian Space Agency under the Canada-European Union Comprehensive and Economic Trade Agreement; Canada and the EU’s response to Russia’s invasion of Ukraine; and the upcoming Canada-EU interparliamentary meeting this fall.

Meeting of the Standing Committee of Parliamentarians of the Arctic Region

The Standing Committee of Parliamentarians of the Arctic Region (SCPAR) met on 12 May 2022 via videoconference. Members from the Canadian delegation were Ms. Yvonne Jones, Member of Parliament (MP) for Labrador and Mr. Bob Zimmer, MP for Prince George–Peace River–Northern Rockies. At the meeting, members agreed to postpone the Conference of the Arctic Parliamentarians (CPAR) to 2024, at which time it will be held in Sweden. The idea of an Arctic Parliamentarians Summit – to be hosted by the Danish Parliament in Nuuk, Greenland in September 2022 – was approved. Members reported on the priorities of the Arctic regions of their respective countries, including: Support for Ukraine and for the inclusion of Sweden and Finland in the North Atlantic Treaty Organization; Security of the Arctic and of Arctic residents; Increased investments in Arctic infrastructure; The transition of the leadership of the Arctic Council from Russia to Norway in May 2023; Ensuring continued Arctic cooperation; and Arctic food security. The Chair, Ms. Aaja Chemnitz Larsen, Member of Parliament, Parliament of Denmark; the Vice-Chair, Mrs. Lisa Murkowski, Senator for Alaska, United States’ Senate; and the Secretary General, Mr. Peder Pedersen, from the Danish Parliament, were all extended in their current positions until the next CPAR.

Mr. Francesco Sorbara, M.P., President, Canada–Europe Parliamentary Association (CAEU), participated in a meeting held in the parliamentary precinct with Her Excellency, Melita Gabric, Ambassador of the European Union to Canada. The Ambassador was accompanied by Mr. Paul Lasserre, Press and Information Officer at the Delegation of the European Union to Canada.
In their first meeting since the election of Mr. Sorbara as CAEU President, the Ambassador and Mr. Sorbara discussed Russia’s aggression against Ukraine and the impact on the European Union (EU)’s energy security. Mr. Sorbara voiced his understanding of the situation and highlighted the role that Canada can play in helping to meet the EU’s energy needs.
They also discussed the Canada–European Union Comprehensive Economic and Trade Agreement and its importance in light of current events and its upcoming five-year implementation anniversary.
Finally, they discussed opportunities for further collaboration, including ways in which CAEU could highlight Europe Day on 9 May 2022.

Meeting with the Council of the European Union Working Party on Transatlantic Relations (COTRA)

Members of the Canada–Europe Parliamentary Association (CAEU) participated in a meeting held at the Delegation of the European Union to Canada with members of the Council of the European Union (EU)’s Working Party on Transatlantic Relations (COTRA).
The CAEU members were Mr. Francesco Sorbara, M.P., President; Hon. David Wells, Senator, Vice President; Hon. Julie Miville-Dechêne, Senator; Hon. Lucie Moncion, Senator; Hon. Lena Metlege Diab, M.P.; Salma Zahid, M.P.; and Stéphane Bergeron, M.P.
The COTRA delegation was headed by Mr. Tomás Reyes Ortega, Chair, and included 11 diplomats from EU member states, and two representatives from the General Secretariat of the Council of the EU and the EU’s European External Action Service. COTRA’s work focuses on EU relations with the United States and Canada and covers a broad range of issues, from cyber, energy and security policy to economics and trade.
Her Excellency, Melita Gabric, Ambassador of the European Union to Canada, chaired the meeting and was accompanied by Ms. Eva Palatova, Head of Political and Public Affairs at the Delegation of the EU to Canada.
The main topics of discussion were Russia’s aggression against Ukraine and the impact on the EU’s energy security as well as food security. They also discussed increasing Russian disinformation and misinformation and potential mitigation solutions, especially considering Russia’s attack on Ukraine. Participants also highlighted collaborative defence and security initiatives between the EU and Canada.
Finally, they discussed the Canada–European Union Comprehensive Economic and Trade Agreement and the importance of the ratification process that is now taking place in each EU member state.

Mr. Francesco Sorbara, M.P., President, Canada–Europe Parliamentary Association (CAEU) participated in a videoconference call with Ms. Stéphanie Yon-Courtin, MEP, Chair of the European Parliament Delegation for Relations with Canada (D-CA).
The main topic of discussion was future plans for renewed parliamentary cooperation between the two associations. Ms. Yon-Courtin congratulated Mr. Sorbara on his election as CAEU President and expressed D-CA’s desire to travel to Canada in September 2022 for the annual interparliamentary meeting (IPM). They also discussed a list of topics that could be part of the IPM’s agenda, including a recognition of the five-year implementation anniversary of the Canada–European Union Comprehensive Economic and Trade Agreement.
Other topics of discussion included recent developments related to Russia’s invasion of Ukraine, Ukrainian President Volodymyr Zelensky’s address to the Canadian Parliament, and the importance of people-to-people ties. Finally, plans were made for a future meeting to finalize the details for the upcoming IPM.

Meeting of the Standing Committee of Parliamentarians of the Arctic Region

The Standing Committee of Parliamentarians of the Arctic Region (SCPAR) held a regular meeting on 10 February 2022 via videoconference. New members from the Canadian delegation – Ms. Yvonne Jones, Member of Parliament (MP) for Labrador, and Mr. Bob Zimmer, MP for Prince George–Peace River–Northern Rockies – and other new members introduced themselves. This meeting marked Ms. Aaja Chemnitz Larsen’s (MP, Greenland, Parliament of Denmark) first meeting as Chair and Ms. Lisa Murkowski’s (Senator, Alaska, United States) first meeting as Vice Chair.
Members reported on the priorities of the Arctic regions of their respective countries including:
• sustainable economic development to benefit Arctic residents, along with increased investments;
• the need for mental health services in remote communities;
• climate change and its impacts on all aspects of life in the Arctic; and
• the development or release of country-specific Arctic strategies.
SCPAR members provided an update on the COVID 19 pandemic. Vaccination campaigns in Arctic regions seem successful in most countries, with high rates of fully vaccinated residents. Common challenges experienced by Arctic residents included: social isolation and financial burdens due to restrictions limiting gatherings and the operation of businesses and movement between communities and countries, particularly for Indigenous peoples; and an increase in the need for mental health services.
The next meeting of SCPAR is planned for 12 May 2022 to potentially be hosted in Washington D.C., United States.

James Maloney, M.P.; Mr. Stéphane Bergeron, M.P. and Mr. Don Davies, M.P. , participated, despite connectively issues , in a videoconference call with the European Parliament’s Delegation for Relations with Canada (D-CA). D-CA participants included Ms. Stéphanie Yon-Courtin, (Chair, France), Mr. Javier Moreno Sánchez (Vice-Chair, Spain), Ms. Sandra Kalniete (Latvia) and Mr. Javier Zarzalejos (Spain). Professor Leah West from Carleton University in Ottawa, Canada, and Mr. Lutz Gueller, Head of Strategic Communications for the European External Action Service, were also present. The meeting began with an exchange of views on the cooperation between Canada and the European Union (EU) in addressing foreign interference and disinformation, and how social media can be regulated. Professor West outlined Canadian actions in these areas, while Mr. Gueller described European efforts. On behalf of the Special Committee on Foreign Interference in all Democratic Processes in the European Union, including Disinformation, Mr. Zarzalejos (Vice-President) and Ms. Kalniete (Rapporteur) shared some of the early findings of the committee. Other topics of discussion included recent developments in Canada–EU political and economic relations, such as the export of COVID-19 vaccines, the COVAX initiative for global equitable access to COVID-19 vaccines, and the need for transparent public procurement. Participants also discussed the recent work done by the Joint Committee of the Canada–European Union Comprehensive Economic and Trade Agreement on March 25, 2021.

Meeting of the Standing Committee of Parliamentarians of the Arctic Region

Mr. Larry Bagnell, Member of Parliament for Yukon and Mr. Larry Maguire, Member of Parliament for Brandon-Souris, Manitoba, represented the Canadian Parliament at the meeting of the Standing Committee of Parliamentarians of the Arctic Region (SCPAR) held virtually on February 25, 2021. The meeting featured a report from the Icelandic member on the work of parliamentarians to have the Government of Iceland respond to recommendations included in past conference statements on topics such as health, economic development and digital broadband among others. Members of SCPAR provided updates on the status of COVID-19 cases in circumpolar regions and advances in vaccination distribution. The social and economic impacts of the COVID-19 pandemic have been significant in most countries. A common issue of concern was that border closures in Nordic countries have been problematic as many people work and live in different countries. Further, border closures have hindered the mobility of Sami across their traditional territories. Members from the European Parliament, the Kingdom of Denmark and the Russian Federation provided updates on their strategies for the Arctic. A new study from Greenland highlighted that Greenlanders would like closer collaboration with Iceland, the United States, and Canada. SCPAR members also finalized the themes for the April Conference Statement.

Mr. Scott Simms, M.P., President, CAEU, the Hon. Peter Boehm, Senator, the Hon. Percy Downe, Senator, the Hon. Larry Bagnell, M.P., the Hon. Michael L. MacDonald, Senator, the Hon. Wayne Easter, M.P., the Hon. John McKay, M.P., and Mr. Stéphane Bergeron, M.P. were joined by Mr. Javier Zarzalejos (Spain), Ms. Danuta Hübner (Poland), Mr. Ondrej Kovarík (Czechia), and Ms. Ruža Tomašic (Croatia). The main items discussed were the EU–UK Trade and Cooperation Agreement, the Canada–U.K. Trade Continuity Agreement, and relations with the United States (U.S).

Wayne Easter, M.P., Mr. Stéphane Bergeron, M.P. and Ms. Yvonne Jones, M.P., participated in a videoconference call with the European Parliament’s Delegation for Relations with Canada (D-CA). D-CA participants included Ms. Stéphanie Yon-Courtin (Chair, France), Mr. Javier Moreno Sánchez (Vice-Chair, Spain), Mr. Rasmus Andresen (Germany), Ms. Saskia Bricmont (Belgium) and Mr. Ondrej Kovarík (Czechia). The meeting began with a summary of the recent United States (U.S.) presidential election by the Hon. Wayne Easter, M.P., Co-Chair of the Canada-United States Inter-Parliamentary Group. Other topics of discussion included counter-terrorism and the regulation of online platforms, the European Union’s (EU) proposed Carbon Border Adjustment Mechanism, the development of vaccines against COVID-19 and the need for transparent public procurement. Participants also discussed the impact of the U.S. election on Canada and the EU’s bilateral and multilateral relations with that country, notably with respect to trade and climate change. Finally, they also discussed the forthcoming European Digital Services Act and other initiatives to fight terrorism and violent extremism online. It was suggested that the next meeting between the CAEU and D-CA include discussions of the Joint Comprehensive Plan of Action (the “Iran nuclear deal”), Brexit and the new trade agreement between the United Kingdom and Canada.

The Hon. Peter M. Boehm, Senator; the Hon. Josée Forest-Niesing, Senator; and the Hon. Kim Pate, Senator, participated in a videoconference call with the European Parliament’s Delegation for Relations with Canada (D-CA). D-CA participants included Ms. Stéphanie Yon-Courtin (Chair, France) and Mr. Ondrej Kovarík (Czechia). Dr. Christian Burgsmüller, the European Union’s Deputy Head of Mission in Canada, introduced himself and delivered brief remarks on Canada and the EU’s alignment on a range of economic and foreign policy issues, including the response to the COVID-19 pandemic and the imposition of sanctions on Belarus. He said the Canada-European Union Comprehensive Economic and Trade Agreement and the Strategic Partnership Agreement have provided the bilateral relationship with a solid base. He also highlighted bilateral cooperation in areas including climate change and artificial intelligence – the meeting’s main topics of discussion. Following Dr. Burgsmüller’s remarks, Ms. Jytte Guteland, Rapporteur for EU Climate Law, and Mr. Axel Voss, Rapporteur for the Special Committee on Artificial Intelligence (AI) in a Digital Age, addressed the participants on both subjects. Ms. Guteland highlighted the EU’s greenhouse gas emission targets – most notably its goal to be climate neutral by 2050 – as well as its Green Deal plan to transition to a clean, circular economy. Mr. Voss stressed that Canada and the EU share similar values with respect to the development of trustworthy and safe AI and noted that Canada was the first country to launch a national AI strategy. He insisted on the need to strike a balance between privacy and innovation. The meeting concluded with a preliminary discussion about the date for the next meeting. Mr. Kovarík added that, when conditions permit, D-CA would like to like to travel to Canada for the interparliamentary meeting that was supposed to take place in November 2020.

D-CA participants included Ms. Stéphanie Yon-Courtin (Chair, France), Mr. Javier Moreno Sánchez (Vice-Chair, Spain), Mr. Rasmus Andresen (Germany), and Mr. Ondrej Kovarík (Czechia). The main topics of discussion were the surge or “second wave” of COVID-19 cases and how governments in Europe and Canada are responding; the European Commission’s new proposed Pact on Migration and Asylum; the European Union’s proposed €1.8-trillion seven-year budget and pandemic recovery plan; the recent Speech from the Throne and the State of the European Union address; and the impact on the Comprehensive and Economic Trade Agreement of both Brexit and the Cypriot Parliament’s vote against the Agreement’s ratification. The videoconference call concluded with preliminary discussions about the annual interparliamentary meeting, which has been postponed from November 2020 to the spring of 2021 – at the earliest – as a result of the COVID-19 pandemic.

The main topics of discussion were the COVID-19 pandemic, with an emphasis on travel restrictions and quarantine requirements, the ongoing ratification of the Comprehensive Economic and Trade Agreement (CETA) – and its role in a post-pandemic recovery – relations with China (including the detention of Michael Korvig and Michael Spavor), and the recent election of non-permanent members to the United Nations Security Council. The meeting concluded with a discussion on topics for discussion at a future meeting. Among the proposed topics were artificial intelligence, migration, the taxation of digital goods and services, the gendered impacts of COVID-19, regional security and humanitarian aid. It was also noted that all EU parliamentary delegation meetings will continue to be conducted remotely for the time being.

The committee held a regular meeting on 4 June 2020 via videoconference. Members reported on the health and socio-economic effects of COVID-19 pandemic in the Arctic, the responses and common challenges of Arctic nations. Common challenges experienced across Arctic nations included: the downturn in tourism upon which a number of Arctic communities depend; COVID-19 border closures affecting the movement of Indigenous peoples living across national borders; measures to mitigate the spread of COVID-19 among seasonal workers arriving in the Arctic to work in fish processing and oil and gas sectors; and the anticipated increased frequency of forest fires in the Arctic over the summer of 2020. Members raised some of the themes related to the drafting of the Conference Statement to be adopted at the next biennial Conference. The Conference, which was originally to be held in Norway in September 2020, is currently postponed to Spring 2021.

D-CA participants included Ms. Stéphanie Yon-Courtin (Chair), Mr. Javier Moreno Sánchez (Vice-Chair, Spain), Mr. Jan Olbrycht (Poland), Ms. Isabel Carvalhais (Portugal), Mr. Martin Schirdewan (Germany), Mr. Mislav Kolakušic (Croatia), and Mr. Javier Zarzalejos (Spain). The main topics of discussion were Canadian and European responses to the COVID-19 pandemic, the Comprehensive and Economic Trade Agreement (CETA) – with a focus on its benefits for small and medium-sized enterprises – and fisheries in the context of the European Union’s ongoing negotiations with the United Kingdom over their future relationship. Discussions continued regarding the status of the annual interparliamentary meeting, which is scheduled to take place in Canada in November.

D-CA participants included Ms. Stéphanie Yon-Courtin (Chair, France), Mr. Javier Moreno Sánchez (Vice-Chair, Spain), Mr. Jan Olbrycht (Poland), and Mr. Ondrej Kovarík (Czechia). Mr. Adam Isaacs, the head of the European Parliament’s Transatlantic Relations and G8 Unit, Directorate-General for External Policies of the Union, also participated. The main topic of discussion was Canadian and European responses to the COVID-19 pandemic. Ms. Yon-Courtin provided an update on the number of cases in Europe and explained that public health preparedness is a member state competency in the European Union (EU), which can complicate a coordinated response. She added that the EU’s four response priorities are limiting the spread of the virus, ensuring the provision of essential medical equipment, promoting research for treatments and vaccines, and supporting the economy. Mr. Simms explained how the Canadian government was responding to the crisis, as well as the Canadian Parliament’s approach to virtual meetings. A preliminary discussion also took place regarding the annual interparliamentary meeting, which is scheduled to take place in Canada in November.

A delegation went to the Parliamentary Assembly of the Council of Europe (PACE) to participate in its debates. The delegation then proceeded to Italy for a bilateral mission held in conjunction with the Canada-Italy Interparliamentary Group. The objectives of this mission were to pursue meaningful discussions between Italian and Canadian parliamentarians, to promote a better understanding of the impacts and opportunities created by CETA (the Canada-European Union Comprehensive Economic and Trade Agreement). The following themes were discussed in the different meetings and discussions: trade and investment; bilateral relations; the Italian style of government; migration; and climate change.

Some of the themes discussed were: heavy fuel oil (HFO) in Arctic marine shipping; the extended continental shelf in the Arctic Ocean; an update from the Arctic Economic Council; the University of the Arctic; and the Arctic Monitoring and Assessment Programme – AMAP.
