The Joint Interparliamentary Council met in camera this day at 3:33 p.m., in room 356 S of the Centre Block, Mr. Bruce Stanton, MP, presiding.

- Approval of Minutes
The minutes of the meeting of October 3, 2018 were approved.
- Draft Code of Conduct (update)
It was agreed that the Code of Conduct, as amended, be adopted.
- Decision Model – Security Recommendations
It was agreed that the Decision, Action and Communication Model for Parliamentary Associations’ Travel Security Assessment, as amended, be adopted.
- JIC future meetings (2019
It was agreed that an electronic calendar be circulated so that Members can indicate their preference in terms of alternatives to the present meeting time slot in the context of the closing of Centre Block Building in December 2018.
- Request for official recognition of Canada-Germany Friendship Group
It was agreed that the Canada-Germany interparliamentary group not be granted the status of recognized Parliamentary Association.
- Submission for an International Conference - Canadian Branch of the Commonwealth Parliamentary Association
It was agreed that, notwithstanding the motions adopted on May 30, 2018, in relation to the submission for an International Conference by Canadian Branch of the Commonwealth Parliamentary Association.
The JIC adopt in principle the proposal to host the conference;
The Canadian Branch be authorized to further discuss the proposal with the Canadian Regional Council to make a final decision on the location of the conference; and,
A detailed request be submitted accordingly to the Standing Committee on Internal Economy, Budgets and Administration of the Senate and the Board of Internal Economy of the House of Commons for the approval of the conference and the required funding,
Option A: to host this event in Ottawa, of $107, 615 from annual surpluses of Associations and Exchanges for fiscal year 2019-2020 and $504,492 of additional temporary funding for fiscal year 2020-2021 for a total of $612,107 which would be shared using the usual formula (30% Senate, 70% House of Commons) between the Senate ($183,631) and the House of Commons ($428,477),
OR
Option B: to host this event in Halifax, of $110,115 from annual surpluses of Associations and Exchanges for fiscal year 2019-2020 and $609,956 of additional temporary funding for fiscal year 2020-2021 for a total of $720,071 which would be shared using the usual formula (30% Senate, 70% House of Commons) between the Senate ($216,020) and the House of Commons ($504,052).
And that in relation to the submission for an International Conference - Canada-Europe Parliamentary Association’s Canadian Delegation to the OSCE PA
The JIC adopt in principle the proposal to host the conference; and
A detailed request be submitted to the Standing Committee on Internal Economy, Budgets and Administration of the Senate and the Board of Internal Economy of the House of Commons for the approval of the conference and the required funding to host this event of $176,595 from annual surpluses of Associations and Exchanges for fiscal year 2019-2020 and $1,394,387 of additional temporary funding for fiscal year 2020-2021 for a total of $1,570,982 which would be shared using the usual formula (30% Senate, 70% House of Commons) between the Senate ($471,293) and the House of Commons ($1,099,690).
- NATO Parliamentary Association
It was agreed to discuss the proceedings of the NATO Parliamentary Association meeting of October 30th 2018 at the next meeting.
At 5:00 p.m., the Council adjourned to the call of the Co-Chairs.
