The Organization for Security and Co-operation in Europe Parliamentary Assembly co-hosted a commemorative event with the French Delegation to the OSCE PA to mark the 30th anniversary of the Charter of Paris for a New Europe. Canadian participants included Senators Pierre Dalphond, Josée Forest-Niesing and Lucie Moncion, as well as Mr. Luc Berthold, M.P. and Ms. Andréanne Larouche, M.P.

More than 40 heads of national delegations and the elected members of the Bureau met on July 7, 2020 to a Standing Committee meeting. The Standing Committee meets three times a year to guide the work of the Assembly and would have met in Vancouver this week had the 2020 Annual Session not been cancelled due to the pandemic. Dr. Hedy Fry, C.P., M.P., Head of the Canadian OSCE PA Delegation and Special Representative on Gender Issues, noted Canada’s regret that it was not able to host the Annual Session this year. “As the OSCE PA convenes via videoconferencing today, we are reminded that we should have been gathering in Vancouver, Canada for the 2020 Annual Session from July 2 to 7,” Fry said. “The COVID-19 global pandemic has redefined how we, as parliamentarians, interact and communicate. Yet in a way, we have become more connected and our voices more relevant. As we continue to face new challenges and find new opportunities to fulfill the PA’s mission, I truly hope we, Canada, will be able to host a future Annual Session here in Vancouver.”

The AdHoc Committee on Migration held a second meeting as a series in a regular discussion with the European Commission on key issues related to migration and asylum policy. Ms. Paraskevi Michou, Director-General for European Civil Protection and Humanitarian Aid Operations discussed the current state of affairs followed by a question and answer period with members of the committee. Dr. Hedy Fry, P.C., M.P., participated in the meeting.

Dr. Hedy Fry, P.C., M.P., attended a meeting of the AdHoc Committee on Migration on Friday July 3. As part of the Committee’s regular discussions with the European Commission on key issues related to migration and asylum policy and as well as the situation in frontline countries, members of the committee invited top European Commission official Ms. Monique Pariat, Director-General for Migration and Home Affairs.

On June 15, 2020, Dr. Hedy Fry, M.P., hosted a web dialogue in her capacity as Special Representative on Gender Issues to the OSCE PA entitled: "Gendered Impacts of COVID-19". Dr. Fry opened the discussion by highlighting the exacerbation of gender-related vulnerabilities as a result of the pandemic, and called for upscaling efforts in advancing the gender agenda. Following her remarks, the PA’s President Mr. George Tsereteli and SG Roberto Montella emphasized on the importance the OSCE PA attaches to mainstreaming gender-related policies and highlighted the Secretariat’s efforts in advancing equal representation among staff and members’ activities. Many Canadian delegates also participated in this event including Senators Patricia Bovey, René Cormier, Josée Forest-Niesing and Rosa Galvez.

On May 26, 2020, the OSCE Parliamentary Assembly’s AdHoc Committee on Migration held a parliamentary web dialogue on the topic “Protecting refugees and migrants during the pandemic: Camps and closed centres under lockdown” as part of its efforts to promote inter-parliamentary dialogue on relevant security developments pertaining to the ongoing COVID-19 crisis. This event focused on recent developments regarding the situation in camps and other migrant facilities on the Greek Islands and in the Western Balkans, but also touched upon migration issues across the OSCE region. As an appointed member of the Committee, Dr. Hedy Fry attended the meeting and represented the Canadian Delegation.

Mr. Luc Berthold, M.P., represented Canada at an OSCE PA Web Dialogue on political and security issues entitled “COVID’s Impact on Conflicts in the OSCE region”. The webinar heard from two guests speakers: Ambassador Tuula Yrjölä, Director of the OSCE Conflict Prevention Centre, and Ambassador Yasar Halit Çevik, Head of the OSCE Special Monitoring Mission to Ukraine. Following their presentations, the floor was opened to dialogue, questions and answers. Mr. Berthold stressed the importance of the continued dialogue with other countries and shared Canada’s actions taken domestically and internationally facing the pandemic. Mr. Berthold reminded his peers that the conflicts facing many countries have been accentuated with the pandemic and continue needing our attention despite the current international health crisis.

Senator Peter M. Boehm participated in a webinar organized by the OSCE PA entitled “Respecting Human Rights and Maintaining Democratic Control during States of Emergency". Following opening remarks by Ms. Ingibjörg Sólrún Gísladóttir, Director of the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and Mr. Michael Abramowitz, President of Freedom House, Senator Boehm took the floor and shared the Canadian experience on maintaining democratic control and upholding human rights in the response to the COVID-19 pandemic.

Dr. Hedy Fry, P.C., M.P., attended the very first virtual meeting of the AdHoc Committee on Migration on May 6, 2020. Dr. Fry discussed how the pandemic affected the migrants and refugee situation in Canada and participated in discussions with other members of the Committee.

Dr. Hedy Fry, P.C., M.P., attended the Parliamentary Assembly’s Bureau Meeting to represent the Canadian Delegation. The elected leaders of the OSCE PA met online for the annual spring Bureau meeting. The meeting commenced with a presentation from the OSCE Chair-in-Office, Albanian Prime Minister Edi Rama, and the EU Commissioner for Crisis Management, Ambassador Janez Lenarcic. Others also reported on recent events. PA President George Tsereteli, Secretary General Roberto Montella, as well as reports by Chairs of Committees and OSCE PA Special Representatives made successive presentations. Finally, Treasurer Peter Juel-Jensen presented the Assembly’s proposed budget for the upcoming financial year for discussion and noted that efforts would be made to relieve the financial burden on parliaments that may be facing revenue shortfalls due to the economic impact of COVID-19.

Dr. Hedy Fry, P.C., M.P., attended a Parliamentary Assembly’s Bureau meeting to discuss future business. Given the uncertainty surrounding the global pandemic of COVID-19, Bureau members concluded that the Annual Session planned in Vancouver in July 2020 would need to be cancelled. Dr. Fry reiterated Canada’s wish to host an upcoming Annual Session of the OSCE PA but could not commit at this point to a future date.

Canadian delegates travelled to the 2020 Winter Meeting in Vienna, Austria to participate in three General Committees, as well as discussions pertaining to the planning of the 29th Annual Session in Vancouver, British Columbia in July 2020.
