By unanimous consent, it was agreed that Bruce Stanton preside over the meeting.
2. Approval of Minutes
By unanimous consent, it was agreed that the minutes of the meeting of June 8, 2016 be adopted.

The witnesses made a statement and answered questions.
At 5:54 p.m., the Subcommittee suspended the sitting.
