SOMMAIRE
Le texte modifie la Loi sur les réseaux de cartes de paiement afin de conférer au gouverneur en conseil le pouvoir de fixer un plafond aux frais d’acceptation d’une carte de crédit que peut exiger d’un commerçant l’exploitant de réseau de cartes de paiement.
SUMMARY
This enactment amends the Payment Card Networks Act to confer on the Governor in Council the power to set a limit on the credit card acceptance fees that a payment card network operator may charge a merchant.

1 La Loi sur les réseaux de cartes de paiement est modifiée par adjonction, après l’article 5, de ce qui suit :

5.1 (1) Les frais d’acceptation d’une carte de crédit que peut exiger d’un commerçant l’exploitant de réseau de cartes de paiement ne peuvent excéder le plafond qui est prévu par règlement pour chaque catégorie d’utilisateurs.

(2) Le gouverneur en conseil peut, par règlement :
a) définir l’expression « frais d’acceptation d’une carte de crédit »;
b) établir les catégories d’utilisateurs;
c) fixer les plafonds aux frais d’acceptation d’une carte de crédit.

(a) define “credit card acceptance fees”;
(b) establish categories of users; and
(c) set limits on credit card acceptance fees.
