The Standing Joint Committee on the Library of Parliament met at 11:59 a.m. this day, in Room 237-C, Centre Block, the Joint Chairs, Hon. Marie-Paule Charette-Poulin and Richard M. Harris, presiding.

 

Members of the Committee present representing the Senate: The Honourable Senators Anne C. Cools, Nicole Eaton, Terry M. Mercer and Michel Rivard.

 

Members of the Committee present representing the House of Commons: Hon. Marie-P. Charette-Poulin, Blaine Calkins, Réjean Genest, Richard M. Harris, Guy Lauzon, Dave MacKenzie, Colin Mayes, José Nunez-Melo and Scott Simms.

 

Acting Members from the House of Commons present: Jay Aspin for Dave MacKenzie, Dennis Bevington for Carol Hughes, Brad Butt for Brian Storseth, Colin Carrie for Blaine Calkins, Wladyslaw Lizon for Rod Bruinooge and Christine Moore for Manon Perreault.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Marie-Ève Hudon, Analyst.

 

Witnesses: Library of Parliament: Lynn Brodie, Director, Information and Document Resource Service; Sonia L'Heureux, Parliamentary Librarian.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Sonia L'Heureux made a statement and, with Lynn Brodie, answered questions.

 

The Committee resumed consideration of the motion of Scott Simms, — That, whereas the Library of Parliament already scans Sessional Papers which are tabled in response to Order Paper Questions in the House of Commons, and makes the scanned copies available on the Parliamentary Intranet, that the Library of Parliament provide unfettered access for all Canadians to these same documents on the public internet site, and that such access be provided, to all existing and future scanned Sessional Papers, as soon as practicable.

 

Brad Butt moved, — That the motion be amended by replacing the words “to all existing” with the words “from the beginning of the 40th Parliament“.

 

After debate, the question was put on the amendment of Brad Butt and it was agreed to.

 

The motion, as amended, read as follows:

That, whereas the Library of Parliament already scans Sessional Papers which are tabled in response to Order Paper Questions in the House of Commons, and makes the scanned copies available on the Parliamentary Intranet, that the Library of Parliament provide unfettered access for all Canadians to these same documents on the public internet site, and that such access be provided, from the beginning of the 40th Parliament and future scanned Sessional Papers, as soon as practicable.

 

After debate, the question was put on the motion, as amended, and it was agreed to.

 

At 12:36 p.m., the Committee adjourned to the call of the Chair.
