An Act to amend the Canada Labour Code (French language)
R.S., c. L-2
Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:
1. The Canada Labour Code is amended by adding the following after section 8:

Official Languages
Requirements
8.1 (1) Federal works, undertakings or businesses carrying on their activities in the Province of Quebec are subject to the following requirements:
(a) they shall use French in their written communications with the Government of Quebec and with corporations established in Quebec;
(b) they shall give their employees the right to carry on their activities in French;
(c) they shall draw up communications to their employees in French;
(d) they shall prepare offers of employment in French and publish them in a daily newspaper at the same time, and with at least equal prominence as any offers published in a daily newspaper in a language other than French;
(e) they shall prepare collective agreements and their schedules in French; and
(f) an arbitration award made following arbitration of a grievance or dispute regarding the negotiation, renewal or review of a collective agreement shall, at the request of one of the parties, be translated into English or French, as the case may be, at the parties’ expense.
Precedence of French
(2) The requirements in subsection (1) do not prohibit the use of a language other than French, but no other language may take precedence over French.
Prohibition
(3) No employer shall dismiss, lay off, demote or transfer an employee because the employee demanded that a right arising from the provisions of this section be respected.
Remedies
(4) The remedies provided for in sections 97 and 99 apply to any failure to respect a right arising from the provisions of this section.
Exemption
8.2 The Governor in Council may by regulation exempt federal works, undertakings or businesses from the operations of all or any of section 8.1.
