Preambule

 Whereas Mathieu Da Costa was a navigator and interpreter of African descent who, according to history, travelled extensively throughout the Atlantic region in the late 1500s and early 1600s;

 Whereas, as an interpreter, he was sought after by both the French and the Dutch to help in their trading with Aboriginal peoples;

 Whereas Mathieu Da Costa’s interpreting skills were instrumental in bridging the cultural and linguistic gap between the early French explorers and the Mi’kmaq people;

 Whereas Mathieu Da Costa’s work in Canada is commemorated at the Port-Royal Habitation National Historic Site of Canada in Annapolis Royal, Nova Scotia;

 Whereas, in recognition of this most intriguing figure in Canadian history, the Mathieu Da Costa Challenge was launched in 1996 by the Department of Canadian Heritage;

 Whereas the Mathieu Da Costa Challenge, held annually, gives students across the country an opportunity to research, discover and celebrate the contribution of Aboriginal peoples and Canadians of all ethnic and racial backgrounds to the building of Canada;

 And Whereas the people of Canada wish to honour and recognize the valuable contribution of  Mathieu Da Costa to Canada and its citizens;

Now, Therefore, Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

Attendu :

que Mathieu Da Costa était un navigateur et un interprète d’origine africaine qui, selon l’histoire, a beaucoup voyagé dans la région de l’Atlantique à la fin du 16^e et au début du 17^e siècles;

que les Français et les Hollandais faisaient souvent appel à Mathieu Da Costa en sa qualité d’interprète pour les aider à commercer avec les Autochtones;

que les talents d’interprète de Mathieu Da Costa ont contribué à combler l’écart culturel et linguistique entre les premiers explorateurs français et le peuple mi’kmaq;

que le travail de Mathieu Da Costa au Canada est commémoré à l’Habitation du lieu historique national du Canada de Port-Royal, à Annapolis Royal, en Nouvelle-Écosse;

que, en reconnaissance de ce fascinant personnage de l’histoire du Canada, le Défi Mathieu Da Costa a été lancé en 1996 par le ministère du Patrimoine canadien;

que le Défi Mathieu Da Costa, tenu une fois l’an, donne l’occasion aux élèves d’un bout à l’autre du pays d’étudier, de découvrir et de célébrer la contribution des Autochtones et des Canadiens d’origines ethniques et raciales diverses à l’édification du Canada;

que la population canadienne souhaite honorer et souligner la précieuse contribution de Mathieu Da Costa au Canada et à ses citoyens,

Sa Majesté, sur l’avis et avec le consentement du Sénat et de la Chambre des communes du Canada, édicte :
