LIPA Committee Report

            The Standing Joint Committee on the Library of Parliament has the honour to present its

         Le Comité mixte permanent de la Bibliothèque du Parlement à l’honneur de présenter son

FIRST  REPORT

PREMIER RAPPORT

            Your Committee recommends that it be authorized to assist the Speaker of the Senate and the Speaker of the House of Commons in directing and controlling the Library of Parliament; and that it be authorized to make recommendations to the Speaker of the Senate and the Speaker of the House of Commons regarding the governance of the Library and the proper expenditure of moneys voted by Parliament for the purchase of books, maps or other articles to be deposited therein.

         Votre comité recommande qu’il soit autorisé à conseiller les présidents du Sénat et de la Chambre des communes dans l’exercice de leur autorité sur la Bibliothèque du Parlement et qu’il soit habilité à faire des recommandations aux présidents des deux Chambres concernant la régie de la bibliothèque et la bonne utilisation des crédits affectés par le Parlement à l’achat de documents ou objets destinés à y être déposés. 

            Your Committee recommends that its quorum be fixed at seven (7) members, provided that both Houses are represented including a member from the opposition and a member from the government whenever a vote, resolution or other decision is taken, and that Joint Chairs be authorized to hold meetings to receive and publish evidence when a quorum is not present, provided that at least (4) members are present including a member from the opposition and a member from the government.

         Votre comité recommande que son quorum soit fixé à sept (7) membres, à condition que les deux Chambres soient représentées et qu'un membre de l'opposition et un membre du gouvernement soient présents chaque fois qu'il y a une mise aux voix ou qu'une résolution ou toute autre décision est prise, et que les coprésidents soient autorisés à tenir des séances afin de recevoir et de publier des témoignages en l’absence de quorum, pourvu qu’au moins quatre (4) membres soient présents, dont un membre de l'opposition et un membre du gouvernement.

            Your Committee further recommends to the Senate that it be empowered to sit during sittings of the Senate.

         Votre comité recommande aussi au Sénat qu’il soit autorisé à siéger durant les séances du Sénat.

            A copy of the relevant Minutes of Proceedings  (Meeting No. 1) is tabled.

         Un exemplaire des procès-verbaux pertinents (réunion n^o 1) est déposé.
