SUMMARY

The purpose of this enactment is to provide that only parties with a recognized membership of ten percent or more of the total membership of the House of Commons with representation from at least three provinces or territories shall be recognized political parties. Members of other caucuses shall be regarded as independents.

To complete the effect of this enactment, amendments to the Standing Orders of the House would be proposed to remove any recognized party status for parties that have less than ten percent of the membership of the House or representation from less than three provinces or territories.
