SUMMARY |

The purpose of this enactment is to establish fishers' rights to be
involved in the process of stock assessment, conservation, setting of
quotas, licensing and the public right to fish. It further requires that if
there is any abrogation of fishing rights that is not in accordance with
a process that includes the involvement of fishers, every fisher affected
has the right of compensation. It also requires that decisions not be
implemented until all appeals have been exhausted and reasonable
notice has been given to the fishers involved. Retroactive changes are
not to be permitted.

The provisions of the enactment do not affect laws of a province with
respect to proprietary rights.
