RECOMMENDATION |

Her Excellency the Governor General recommends to the House of
Commons the appropriation of public revenue under the circumstances,
in the manner and for the purposes set out in a measure entitled ``An Act
to amend the International Boundary Waters Treaty Act''.

SUMMARY |
|
|
|
The purpose of this enactment is to better implement the Treaty
relating to Boundary Waters and Questions arising along the Boundary
between Canada and the United States by prohibiting the removal of
boundary water from the water basins in which the boundary waters are
located and requiring persons to obtain licences from the Minister of
Foreign Affairs for water-related projects that affect the natural level or
flow of waters on the United States side of the border.
