SUMMARY |

The purpose of this enactment is to require every province to have
in effect a work for welfare program established by law for every fiscal
year commencing on or after April 1, 2001 in order to qualify for the full
Canada Health and Social Transfer payment for that fiscal year.

|
Exemption from the requirement to work for welfare on reasonable
grounds is provided for.
|
|
|
If the laws of the province do not provide for compliance at the
beginning of a fiscal year, the deduction from the Canada Health and
Social Transfer may be the full amount the province will spend on social
assistance that year.

|
If no deduction was made for a fiscal year and after the end of the
fiscal year the Minister determines that there was non-compliance for
all or part of that fiscal year, a deduction from the transfer for the next
fiscal year is to be made, equal to the amount that the Minister
determines to be the amount spent on social assistance by the province
for the year or, if the non-compliance was only for part of the year, the
amount spent for the part of the year that the province was not in
compliance.
