This enactment permits persons involved in regulated activities to
propose measures (called "compliance plans") for achieving the goals
of the relevant regulations. If the compliance plans are approved by the
designated Minister or other regulatory authority, they apply in place of
the regulations.

|
|
The enactment also permits designated Ministers and other
regulatory authorities to make agreements with other government
agencies or persons on the administration of regulatory programs.
|
|
|
|
Finally, the enactment provides procedural safeguards governing
the approval of compliance plans and the making of administrative
agreements.
