This enactment gives the distributor of a tobacco product the option
of attributing the health messages on the product to an entity specified
by the regulations. The enactment also empowers the Governor in
Council to make regulations requiring that a leaflet be placed inside the
package that would list the toxic constituents of the tobacco product and
of any smoke produced from its combustion, and also to make
regulations requiring that the health effects of the toxic constituents be
described on the package and in the leaflet.
