Pursuant to the order of the Senate of Thursday, March 3, 2022 and the order of the House of Commons of Wednesday, March 2, 2022, the Special Joint Committee on the Declaration of Emergency met this day in room 025-B, West Block, and with videoconference, at 6:32 p.m. ET, the chair, Mr. Rhéal Éloi Fortin, presiding.

Representing the Senate: The Honourable Senators Boniface, Campbell, Carignan, P.C. and Harder, P.C. (4).

Representing the House of Commons:  Rachel Bendayan, Larry Brock , Rhéal Éloi Fortin, Matthew Green, Glen Motz, Yasir Naqvi and Arif Virani (7).

Participating in the meeting: Stephanie Feldman and Colin Sawatzky, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, March 3, 2022 and the House of Commons on Wednesday, March 2, 2022, the committee continued its review of the exercise of powers and the performance of duties and functions pursuant to the declaration of emergency that was in effect from Monday, February 14, 2022, to Wednesday, February 23, 2022.

Heather Watts, Deputy Director General and General Counsel, Human Rights Law Section.

The Minister of Public Safety made a statement and, together with Brenda Lucki, David Vigneault, Rob Stewart and Ted Gallivan, answered questions.

At 6:51 p.m., Mr. Green took the chair.

At 6:56 p.m., Mr. Fortin took the chair.

Mr. Virani raised a point of order regarding Mr. Brock’s question (relevance). The chair ruled the question out of order.

At 7:33 p.m., Mr. Green took the chair.

At 7:37 p.m., Mr. Fortin took the chair.

At 7:50 p.m., Mr. Green took the chair.

At 7:51 p.m., Mr. Fortin took the chair.

At 7:57 p.m., the committee suspended.

At 8:05 p.m., the committee resumed.

The Minister of Justice made a statement and, together with François Daigle, Samantha Maislin Dickson, Jenifer Aitken and Heather Watts, answered questions.

At 8:23 p.m., Mr. Green took the chair.

At 8:28 p.m., Mr. Fortin took the chair.

At 9:01 p.m., Mr. Green took the chair.

At 9:04 p.m., Mr. Fortin took the chair.

At 9:19 p.m., Mr. Green took the chair.

At 9:20 p.m., Mr. Fortin took the chair.

Mr. Virani moved:

That witnesses be heard on May 3 pursuant to the motion adopted on April 27.

After debate, the question being put on the motion,it was adopted on the following vote:
