The Standing Joint Committee for the Scrutiny of Regulations met this day at 8:30 a.m., in room 256-S, Centre Block, the joint chairs, the Honourable Senator Pana Merchant and Mr. Harold Albrecht, presiding.

Members of the committee present: The Honourable Senators Merchant, Moore and Runciman (3).

Other senator present: The Honourable Senator Lankin (1).

Representing the House of Commons: Harold Albrecht, Gary Anandasangaree, Mike Bossio, John Brassard, Nicola Di Iorio, Kerry Diotte, Pieere-Luc Dusseault, Fayçal El-Khoury, Garnett Genuis, Bernadette Jordan, Marco Mendicino, and Peter Fragiskatos (12).

Also present: Jean-Marie David, Joint Clerk of the Committee (House of Commons), Evelyne Borkowski-Parent, General Counsel, Shawn Abel and Cynthia Kirkby, Counsels, Parliamentary Information and Research Service, Library of Parliament.

In attendance: The official reporters of the Senate.

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:

Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

In the matter of SOR/78-830 — Wood Buffalo National Park Game Regulations; SOR/2002-76 — Marine Activities in the Saguenay-St. Lawrence Marine Park Regulations; SOR/2010-140 — Regulations Amending Certain Regulations Made Under the Canada National Parks Act (Miscellaneous Program); SOR/2011-217 — Regulations Amending the National Historic Parks General Regulations (Miscellaneous Program); and SOR/2015-134 — Regulations Amending the Historic Canals Regulations (Miscellaneous Program), Mr. Watson made a statement and, together with Ms. Grasham, answered questions. The matter was deferred to the next meeting of the committee.

At 9:28 a.m., the committee suspended.

At 9:33 a.m., the committee resumed.

In the matter of SOR/99-142 — Canada Lands Surveyors Regulations, it was agreed that the joint chairs correspond with the Minister of Justice and Attorney General of Canada with respect to certain comments made by the committee.

In the matter of SOR/2016-52 — Order Amending the Indian Bands Council Elections Order (Membertou First Nation); SOR/2016-53 — Order Amending the Schedule to the First Nations Elections Act (Membertou First Nation); SOR/2016-54 — Order Amending the Indian Bands Council Elections Order (The Key First Nation); SOR/2016-55 — Order Amending the Schedule to the First Nations Elections Act (The Key First Nation); SOR/2016-56 — Order Amending the Indian Bands Council Elections Order (Stswecemc Xgattem First Nation); and SOR/2016-57 — Order Amending the Schedule to the First Nations Elections Act (Stswecemc Xgattem First Nation), it was agreed that the file be closed.

In the matter of SOR/2016-58 — Order Amending the Indian Bands Council Elections Order (Curve Lake), it was agreed that the file be closed.

In the matter of SOR/2013-125 — Regulations Amending the Royal Canadian Mounted Police Pension Continuation Regulations and the Royal Canadian Mounted Police Superannuation Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Royal Canadian Mounted Police with respect to certain comments made by the committee.

In the matter of SOR/2015-68 — Low-value Amounts Regulations, it was agreed that the file be closed.

In the matter of SOR/2016-48 — Ste. Anne's Hospital Divestiture Regulations, it was agreed that the file be closed.

In the matter of SOR/2016-209 — Order Amending Schedule I.1 to the Financial Administration Act, it was agreed that the file be closed.

In the matter of SOR/94-118 — Timber Regulations, 1993, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2016-136 — Regulations Amending the Immigration and Refugee Protection Regulations (Miscellaneous Program), it was agreed that the file be closed.

In the matter of SOR/2016-144 — Regulations Amending Certain Department of Industry Regulations (Miscellaneous Program), it was agreed that the file be closed.
