The Standing Joint Committee on the Library of Parliament met at 1:06 p.m. this day, in Room 112-N, Centre Block, for the purpose of electing Joint Chairs, pursuant to Rule 88 of the Senate and Standing Order 106(1) of the House of Commons.

 

Members of the Committee present representing the Senate: The Honourable Senators Hon. Donald H. Oliver, Hon. William Rompkey and Hon. Marilyn Trenholme Counsell.

 

Members of the Committee present representing the House of Commons: Mike Allen, Hon. Carolyn Bennett, Hon. Gerry Byrne, Blaine Calkins, Hon. Ken Dryden, Cheryl Gallant, Peter Goldring, Hon. Gurbax Malhi and Louis Plamondon.

 

In attendance: Senate: Denis Robert, Joint Clerk of the Committee. Library of Parliament: Kristen Douglas, Analyst; Tim Williams, Analyst.

 
The Joint Clerk (Senate) of the Committee presided over the election of a Joint Chair (Senate).
 

On motion of Donald H. Oliver, seconded by Carolyn Bennett, it was agreed, — That Marilyn Trenholme Counsell be elected Joint Chair (Senate) of the Committee.

 

The Joint Clerk (House of Commons) of the Committee presided over the election of a Joint Chair (House of Commons).

 

On motion of Gerry Byrne, it was agreed, — That Blaine Calkins be elected Joint Chair (House of Commons) of the Committee.

 

The Joint Clerk (House of Commons) of the Committee presided over the election of a Vice-Chair (House of Commons).

 

On motion of Gerry Byrne, it was agreed, — That Carolyn Bennett be elected Vice-Chair of the Committee.

 

Blaine Calkins took the Chair.

 

On motion of Louis Plamondon, it was agreed, — That the Committee retain, as needed and at the discretion of the Joint Chairs, the services of one or more analysts from the Library of Parliament to assist it in its work.

 

On motion of Louis Plamondon, it was agreed, — That the Joint Clerks of the Committee be authorized to distribute to the members of the Committee only documents that are available in both official languages.

 

On motion of Louis Plamondon, it was agreed, — That the Joint Clerks of the Committee be authorized to make the necessary arrangements to provide working meals for the Committee and its Subcommittees.

 

The Committee commenced consideration of a draft report.

 

On motion of Louis Plamondon, it was agreed, — That the draft report be adopted.

 

On motion of Louis Plamondon, it was agreed, — That the Joint Chairs present the report to the Senate and the House of Commons.

 

It was agreed, — That the Committee invite senior managers from the Library of Parliament for a briefing session on the Library's activities, services, and key issues; and that background documentation be provided (e.g. the Library's mandate, role, organization chart, etc.) and on the parliamentary budget office.

 

At 1:28 p.m., the Committee adjourned to the call of the Joint Chairs.
