The Standing Joint Committee for the Scrutiny of Regulations met at 8:35 a.m. this day, in Room 256-S, Centre Block, the Joint Chairs, the Honourable Céline Hervieux-Payette, P.C., and Mr. Jim Pankiw, M.P., presiding.

Representing the Senate: The Honourable Senators Tommy Banks, Céline Hervieux-Payette, P.C., Wilfred P. Moore, and Pierre Claude Nolin (4).

Representing the House of Commons: Sue Barnes, Jean Guy Carignan, Gar Knutson, Robert Lanctôt, Derek Lee, Paul Macklin, Lynn Myers, Jim Pankiw, and Tom Wappel (9).

In attendance: Philippe Méla, Acting Joint Clerk of the Committee (House of Commons); and François-R. Bernier and Jacques Rousseau, Counsel to the committee, Research Branch, Library of Parliament.

The committee considered its permanent Order of Reference, section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which follows:

19. Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

On SOR/89-93 - Ontario Fishery Regulations, 1989, it was agreed that the Joint Chairs correspond with the Minister of Fisheries and Oceans with respect to certain comments made by the committee.

The committee considered SOR/95-252 - Hazardous Products (Lighters) Regulations, amendment.

On SOR/96-476 - Airport Traffic Regulations, amendment, it was agreed that the Joint Chairs correspond with the Department of Transport with respect to certain comments made by the committee.

On SOR/83-654 - Public Harbours Regulations, it was agreed that Counsel to the committee correspond with the Designated Instruments Officer of the Department of Transport with respect to certain comments made by the committee.

On SOR/90-111 and SOR/91-558 - Dairy Products Regulations, amendment, it was agreed that Counsel to the committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the committee.

On SOR/98-524 - Regulations Amending Certain Department of Transport Regulations (Miscellaneous Program), it was agreed that Counsel to the committee correspond with the Designated Instruments Officer of the Department of Transport with respect to certain comments made by the committee.

On SOR/94-276 - Canadian Forces Superannuation Regulations, amendment; SOR/94-277 - Defence Services Pension Continuation Regulations, amendment; SOR/95-569 - Canadian Forces Superannuation Regulations, amendment; and SOR/95-570 - Canadian Forces Superannuation Regulations, amendment, it was agreed that Counsel to the committee correspond with the Designated Instruments Officer of the Department of Justice.

The committee considered a budget application with respect to an invitation received to attend the International Conference on Regulation Reform, Management and Scrutiny of Legislation, in Sydney, Australia from July 9 to 13, 2001.

After debate, the budget application was amended to read as follows:

On SOR/92-466 - Transportation Safety Board Regulations, it was agreed that Counsel to the committee correspond with the Designated Instruments Officer of the Transport Safety Board with respect to certain comments made by the committee.

The committee considered SOR/96-112 - Territorial Quarrying Regulations, amendment.

On C.R.C. c. 1238 - Northwest Territories Reinder Regulations, it was agreed that the Joint Chairs correspond with the Minister of Indian Affairs and Northern Development with respect to certain comments made by the committee.

The committee considered the following Statutory Instruments without comment:
