The Standing Joint Committee for the Scrutiny of Regulations met at 8:40 a.m., this day, in room 356-S, Centre Block.

Members of the committee present:

Representing the Senate: The Honourable Senators: John G. Bryden, Ethel Cochrane and Wilfred P. Moore (3).

Representing the House of Commons: Lynn Myers, Grant McNally and Pierrette Venne (3).

Other member present: Derek Lee.

In attendance: Parliamentary Research Branch: François-R. Bernier, General Counsel to the Committee; and Jacques Rousseau, Counsel to the Committee.

Also in attendance: The official reporters of the Senate.

The committee continued its consideration of its permanent Order of Reference, section 19, The Statutory Instruments Act, R.S.C. 1985, c. S-22, which follows:

Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any Committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

In the absence of the Joint Chairmen and the Vice-Chairman, the Senate Clerk of the committee presided over the election of the Acting Chair.

It was moved by Mr. Lynn Myers, -- That the Honourable Senator Wilfred P. Moore serve as Acting Chair for this meeting.

The question being put on the motion, it was resolved in the affirmative.

The Acting Chair assumed the Chair.

The Acting Chair informed members of an invitation received from the Parliament of Zimbabwe to participate in the Fifth Commonwealth Conference on Delegated Legislation Harare from October 23-27, 2000. The invitation, together with a draft reply declining the invitation, was circulated for information purposes.

On Health Animal Fees Notes 1998;

It was agreed, -- That Counsel to the committee correspond with the Designated Instruments Officer of the Department of Agriculture and Agri-Food with respect to certain comments made by the committee.

On SOR/92-446 -- Transportation Safety Board Regulations (before the committee on October 22, 1998);

It was agreed, -- That Counsel to the committee correspond with the Chair of the Transportation Safety Board with respect to certain comments made by the committee.

On SOR/96-447 -- Royal Canadian Mounted Police Public Complaints Commission Rules of Practice, amendment (before the committee June 11, 1998, May 13, 1999 and May 4, 2000);
