The Standing Joint Committee for the Scrutiny of Regulations met at 8:31 a.m., this day, in room 256-S, Centre Block, the vice-chair, Mr. Pierre-Luc Dusseault, presiding.

Representing the Senate: The Honourable Senators Moore and Runciman (2).

Other senator present: The Honourable Senator Omidvar (1).

Representing the House of Commons: Vance Badawey, John Brassard, Nicola Di lorio, Pierre-Luc Dusseault, Ali Ehsassi, Fayçal El-Khoury and Bernadette Jordan (7).

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:

Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

In the matter of SOR/2015-251 — Regulations Amending the Canadian Egg Marketing Agency Quota Regulations, 1986; and SOR/2015-252 — Order Amending the Canadian Egg Marketing Levies Order, it was agreed that the file be closed.

In the matter of SI/2013-65 — Order Fixing the Day on which this Order is published and six months after that Day as the Days on which Certain Provisions of the Act Come into Force, it was agreed that the joint chairs correspond with the Minister of Justice with respect to certain comments made by the committee.

In the matter of SI/2015-33 — Order Amending the Canadian Passport Order, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Immigration, Refugees and Citizenship Canada with respect to certain comments made by the committee.

In the matter of SOR/2011-217 — Regulations Amending the National Historic Parks General Regulations (Miscellaneous Program), it was agreed that counsel to the committee correspond with the Chief Executive Officer of Parks Canada with respect to certain comments made by the committee.

In the matter of SOR/99-142 — Canada Lands Surveyors Regulations, it was agreed that the joint chairs correspond with the Minister of Justice with respect to certain comments made by the committee.

In the matter of SOR/2001-32 — Controlled Goods Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Public Services and Procurement Canada with respect to certain comments made by the committee.

In the matter of Terms and Conditions of Employment of the Federal Ombudsman for Victims of Crime, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Justice with respect to certain comments made by the committee.

In the matter of SOR/2007-31 — Vessel Certificates Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.

In the matter of SOR/2014-149 — Regulations Amending the Coastal Fisheries Protection Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Fisheries and Oceans Canada with respect to certain comments made by the committee.

In the matter of SOR/2014-304 — Samples of Bodily Substances Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Justice with respect to certain comments made by the committee.

In the matter of SOR/2013-181 — Regulations Amending the Corrections and Conditional Release Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Public Safety Canada with respect to certain comments made by the committee.

In the matter of SOR/2003-363 — Antarctic Environmental Protection Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2013-117 — Regulations Amending Certain Regulations Made Under the Motor Vehicle Safety Act, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.

In the matter of SOR/2002-421 — Canadian Forces Employment Equity Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of National Defence, and the Chair of the House of Commons Special Committee on Pay Equity, with respect to certain comments made by the committee.

In the matter of SOR/2007-33 — Regulations Amending the Canadian Forces Superannuation Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2007-76 — Regulations Amending the Food and Drug Regulations (1158 — Food Additives), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2009-324 — Regulations Amending the Esquimalt Graving Dock Regulations, 1989, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2014-48 — Regulations Amending the Letter Mail Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of action taken, and that counsel to the committee correspond with the Chair of the Standing Committee on Government Operations and Estimates with respect to certain comments made by the committee.

In the matter of SOR/2002-1 — Proclamation Amending the Chicken Farmers of Canada Proclamation, the matter was deferred to the next meeting of the committee.

In the matter of SOR/2011-236 — Regulations Amending the Criminal Records Regulations, the matter was deferred to the next meeting of the committee.

In the matter of SOR/2014-53 — Regulations Amending Certain Regulations Made Under the Canada Post Corporation Act, the matter was deferred to the next meeting of the committee.

In the matter of SOR/2009-319 — Rules Amending the Patent Rules, the matter was deferred to the next meeting of the committee.

In the matter of SOR/2015-142 — Regulations Amending and Repealing Certain Regulations Made Under the Health of Animals Act, the matter was deferred to the next meeting of the committee.

In the matter of SOR/2015-185 — By-laws Amending Certain By-laws Made Under the Canadian Payments Act, the matter was deferred to the next meeting of the committee.
