The Standing Joint Committee for the Scrutiny of Regulations met at 8:40 a.m., this day, in Room 256-S, Centre Block, the Joint Chairman, Senator Céline Hervieux-Payette, presiding.

Members of the committee present:

Representing the Senate: The Honourable Senators: John G. Bryden, Sheila Finestone, P.C., Normand Grimard, Céline Hervieux-Payette, P.C., and Jack Wiebe (5).

Representing the House of Commons: Ken Epp, Derek Lee and Tom Wappel (3).

In attendance: From the Parliamentary Research Branch: François-R. Bernier, General Counsel to the Committee; Peter Bernhardt, Counsel to the Committee.

The committee continued its consideration of its permanent Order of Reference, section 19, The Statutory Instruments Act, R.S.C. 1985, c. S-22, which follows:

19. Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

On SOR/90-218 -- Fresh Fruit and Vegetable Regulations, amendment (before the committee on July 19, 1994, February 26, 1998 and April 30, 1998),

It was agreed, -- That the Joint Chairmen correspond with the President of the Canadian Food Inspection Agency with respect to certain comments made by the Committee.

It was agreed, -- That Counsel to the Committee correspond with the Designated Instruments Officer of the Department of Canadian Heritage with respect to certain comments made by the committee.

It was moved by Mr. Derek Lee, MP:

That the Standing Joint Committee for the Scrutiny of Regulations express its gratitude to the Honourable Senator Normand Grimard for his many years of service to the Committee and for his contribution to the promotion of parliamentary scrutiny in Canada.

The question being put on the motion, it was resolved unanimously in the affirmative.
